    이 연구는 현행 학원스포츠의 운영 및 관리 적인 측면 등을 고려하여 학원 스포츠에 관한 의식을 질적으로 접근하고 이와 더불어 클럽스포츠의 실태 및 개선방안에 관한 의식을 질적 분석을 통하여 학원스포츠의 바람직한 운영과 관리가 될 수 있는 방안을 제공하는데 그 목적이 있다.
    이와 같은 연구 목적을 달성하기 위하여 부산광역시에 근무하고 있는 체육교과 출신의 전문직 교원 및 학교 관리자를 대상으로 4명을 선정하여 심층 면담방법을 이용하여 조사하였다. 반 구조화된 면담방법을 이용하며 조사한 내용을 사례기록 분석과 귀납적 자료 분석을 이용하여 다음과 같은 결론을 얻었다.
    첫째, 운동부의 선수 선발과 진학실태 및 문제점에 대해서는 특기자제도위주의 학원스포츠에서는 선수의 층이 얇고, 운동선수로의 진로의 불투명성을 주요요인으로 인식하고 있었다. 또한 가정경제력의 향상으로 힘든 운동선수의 길을 택하기를 기피하는 것도 한 요인으로 생각하고 있었다. 운동선수들의 상급학교 진학 시 결정요인은 운동선수로서의 입상성적이 우선이라고 생각하고 있었다. 운동선수들의 진학방법은 체육특기자제도에 준하여 상급학교의 진학이 대부분이고, 간혹 상급학교 이외의 실업이나 프로로 진로를 변경하는 경우도 있었다. 그리고 운동선수로서의 중도탈락의 경우는 운동종목을 변경하거나 실업교육으로의 진로 변경하기도 한다고 답변하였다.
    둘째, 운동부 학생들의 학교생활 실태 및 문제점 중에서 운동부 학생들의 평균 운동시간은 학교 급별과 종목에 따라 차이는 있겠지만 대부분이 3~6시간 정도이며, 학교 운동부가 대회를 준비하는 기간은 종목에 따라 차이는 있으나 평균 2주에서 4주정도 된다고 답하였다. 또한 각 급 학교는 오전수업을 의무화하고 2주이상의 합숙훈련은 금지하며, 학기 중 전국대회 출전은 3회 이하로 제한하고 있는 운영지침을 이행하는 학교는 거의 없다고 답하였다. 선수들의 정규 수업참여는 반드시 이루어 져야 한다고 생각하고 있으나 운동선수로서 운동기량의 향상이 우선시되기 때문에 학업시간을 운동시간으로 유용해서 사용하고 있다고 답하였다. 운동선수의 담임교사가 운동선수에 대한 선입견은 운동선수에 대해 호의적인 경우와 비호의적인 경우의 2가지로 양극화한다고 답하였다.
    셋째, 운동부 예산 운영 방법 및 실태 및 문제점 중에서 운동부 전담코치에 대해서는 대부분 운동부 육성학교에는 전담코치가 있다고 답하였다. 운동부 재원에 대한 관리 및 집행에 대해서는 육성종목인 비인기 종목은 대부분 학교에서 예산을 확보하여 집행하고, 교육청·체육회·해당경기단체에서 운동부 육성에 관한 예산을 지원하고 있다고 답하였다. 그리고 예산의 운영은 운동부 담당교사 또는 체육부장교사가 행정실과 협의하여 집행하고 있다고 하였다.
    넷째, 학원스포츠의 나아갈 방향을 제시해 달라는 질문에 하나같이 생활체육 및 클럽스포츠의 활성화를 제시하였다. 엘리트 스포츠가 이제는 전 국민의 건강증진과 행복한 삶을 위하여 평생스포츠로 전환되어야 한다고 답하였다. 그리고 평생스포츠가 대중화되기 위해서는 많은 시설투자와 지도자 양성 등을 통한 손쉽게 운동을 접할 수 있는 여건을 제공해야 된다고 제시하였다. 또한 클럽 및 생활 스포츠로 전환되기 어려운 육성종목이나 비인기 종목은 제도권 안으로 넣어서 더 많은 시설과 예산을 지원해야 한다고 하였다.
    다섯째, 클럽스포츠의 정의에 대해서는 클럽스포츠는 자발적인 참여와 수익자 부담을 원칙으로 한 방과 후 체육활동으로 학생들에게 다양한 체육활동의 경험을 제공하는 것이라고 정의하였다. 클럽스포츠의 장점과 단점에 대해서는 클럽스포츠의 장점은 개개인에게 운동의 장을 제공하여 많은 운동경험과 더불어 건강한 사회를 구현하는 길이라고 말하며, 클럽스포츠로 활성화할 수 없는 운동종목에 관한 마땅한 대안을 제시하지 못함을 단점으로 말하였다.
    여섯째, 학원스포츠와 클럽스포츠의 차이점에 대한 질문에는 클럽스포츠와 학원스포츠의 정의적인 측면을 많이 강조하였다. 학교소속의 학교스포츠와 개인의 취향에 따른 클럽스포츠로 구분하고, 학원스포츠를 엘리트스포츠로 클럽스포츠를 평생 생활 스포츠로 구분하여 정의하고 있었다.
    일곱째, 클럽스포츠가 활성화되지 못하는 이유에 대해서는 다양한 경기종목을 클럽스포츠화 할 경우 학교 운동부가 설자리가 줄어들게 되므로 현 제도에서는 제도적으로 클럽스포츠의 활성화를 저해하고 있으며, 클럽스포츠가 활성화되기 위해서는 학생들의 다양한 요구에 부합하는 프로그램 및 시스템이 구축되어야 한다고 하였다. 지도자 수급 및 시설의 부족과 끝으로 복지국가가 되어야 된다고 하였다.
    여덟째, 학원스포츠의 클럽스포츠로 이관에 대한 의견을 묻는 것에 대해서는 한결 같이 이관되어야 한다고 답하였다. 그러나 선을 긋듯이 학원스포츠에서 클럽스포츠로의 이관은 무리하다고 하였다. 클럽스포츠로 이관 시 학원스포츠가 대부분을 담당하는 육성종목, 비인기 종목의 육성에 관한 의견으로 육성 종목은 특수목적고등학교에서 국가적 차원의 지원으로 아무 어려움 없이 운동에만 전념할 수 있는 여건을 만들어 주어야 한다고 하였다.
    아홉째, 학원스포츠 및 클럽스포츠의 개선방안에 관한 질문에 대해서는 다음과 같이 답변하고 있다. 학원스포츠의 활성화를 주장하였다. 비인기 종목 및 육성 종목은 학교 제도권 안으로 귀속시켜서 좀 더 많은 예산 및 시설 지원으로 육성해야 된다고 하고 있다. 그리고 클럽스포츠의 활성화를 위한 국가적 차원의 시스템 구비를 주장하였다. 국가적 차원의 제도 및 시설투자가 우선되어야 한다.

    The purpose of this study was to examine people's awareness of school sports and the current way of managing school sports, to delve into their opinions on the reality of club sports and possible reform measures, and ultimately to suggest how school sports could be managed in a better manner.
    The subjects in this study were four selected P.E. teacher-turned government workers in educational posts and school managers in the city of Busan. After an in-depth, semi-structured interview was conducted, the collected data were analyzed in an inductive way and by making a case analysis. The conclusions were as follows;
    First, as for the screening of players for sport clubs, their entrance into school of higher grade and their problems, the respondents investigated thought that school sports were practiced by some talented students. So they felt there weren't many students who could serve as players, and that their future career as sport players was uncertain. According to them, improved family economy made students avoid deciding to be a player. The prize-winning experience of players was viewed as the primary factor that determined their admission into school of higher grade. Their entrance into school of higher grade was mostly reliant on 체육특기자제도, and some players joined business teams or turned professional. Concerning player dropout, some changed their career by changing the sporting event they played for another one or by deciding to receive vocational education.
    Second, regarding the school lives of players, they exercised mostly for three to six hours a day, though the workout time somewhat depended on the grade of school and the kind of sporting events. It took mostly two to four weeks for school sport divisions to make a preparation for competitions, though there were some differences depending on the type of sporting events as well. In principle, every school should have players take morning classes with no exception, and camp training that lasted longer than two weeks was forbidden. And players had to participate in nationwide competitions three times or less during each semester, but few schools conformed to the guidelines. Even though players must take every regular class, they actually got training during normal classroom hours because improving athletic performance was important. As to homeroom teachers' view of players, there were two types of homeroom teachers. One group took a friendly attitude toward them, and the other didn't.
    Third, concerning budget execution, most schools that had sport divisions were equipped with coaches who were in charge of the divisions. Regarding financial resources for school sport divisions, most schools earmarked budget for unpopular sporting events that were selected as major ones to be promoted, and schol sport divisions were subsidized by local educational authorities, athletic organizations or associations for specific sporting events. The budget was used by teachers in charge of sport divisions or head teachers of the P.E. department who discussed with administration divisions.
    Fourth, when the respondents were asked to suggest in which direction school sports should be led, all of them answered that sports for all and club sports should be boosted. Elite sports should be substituted by lifetime sports to improve the health and lives of people. To popularize lifetime sports, the kind of social climate that people in general enjoy working out should be created by making a huge investment in sport facilities and nurturing P.E. instructors. And more material support and budget should be provided to sporting events that are unpopular or selected as what should be boosted, as those sporting events are difficult to turn into club sports or sports for all.
    Fifth, club sports were defined by the respondents as after-school P.E. activities that are conducted by voluntary participants based on the benefit principle and provide a wide variety of P.E. experiences. As to the strength and weakness of club sports, those sports could provide an opportunity for individual students to get exercise a lot and help build a sound society, but there would be little way to dynamize sporting events that couldn't be selected as club sports.
    Sixth, as for differences between school sports and club sports, the respondents put stress on the affective aspects of the two kinds of sports. They drew a line between them by viewing them respectively as what's managed at a school level and what's played at a personal level according to individual tastes. And the former was looked upon as elite sports, whereas the latter was regarded as sports for all.
    Seventh, as to the reason why club sports weren't widespread, the current system deterred club sports from developing, since the selection of various sporting events as club sports would make school sports withdrawn. In order to step up the development of club sports, good programs and systems should be built to address students' diverse needs, and instructors who could be in charge of club sports should be supplied. Besides, well-equipped facilities should be offered, and our country should turn into a welfare state by promoting national health.
    Eighth, when the respondents were asked to give their opinion on placing school sports under the control of club sports, all of them agreed to that. Yet they found it unadvisable to apply it to every school sport unilaterally. Sporting events that are unpopular and selected as what should be boosted were currently managed as school sports, and sporting events that were selected as what should be boosted should be handled by private special high schools with the financial assistance from the government. Players who practice this kind of sport should be helped to direct all their energy into that without facing any difficulties.
    Ninth, as to reform measures for school sports and club sports, the respondents argued that school sports should be developed. Sporting events that are unpopular and selected as what should be boosted should be dynamized as part of formal school sporting events, and more material and financial aid should be offered to them. In addition, a national club-sports system should be built to facilitate the development of those sports, and the government should make an investment in facilities for club sports.
