장애인 그룹홈의 운영실태와 활성화 방안에 관한 연구 = A Study on the Operation Conditions and Activation Plans of Group Homes for the Disabled

The purpose of this study was to seek for a plan of activating group home for the disabled, which can help the disabled with enhancing the quality of life and with independent life, after grasping the actual condition and the activation plan for the group home for the disabled.
Given summarizing the results that were obtained through this study, those are as follows.
As a result of analyzing the environment in the actual condition of operating the group home for the disabled, it was indicated to be the largest in the social-welfare corporation as for the operating entity, in the permanent living-in type as for the operating type, in the apartment as for the dwelling type, in more than 31 pyeong as for facility scale, in 4 persons as for total personnel in living-in people, and in 2 persons as for the living personnel in one room. As a result of analyzing the program, it was indicated to be the highest in once a year as for whether or not carrying out the function-performance evaluation, in the implementation for all the living-in people as for whether or not carrying out the Individualized Education Program, and in the daily life training as for the main function to which the most importance is attached in group home. As a result of analyzing the matters related to social rehabilitation teachers, it was indicated to be the highest in 9～12 hours as for working hours, in the resident work as for the working type, in over 1 million won～under 1.5 million won as for average monthly pay, in failing to use as for a holiday, in less than 3 days as for the education time necessary for self-development or duty, and in being mostly satisfactory and moderate as for job satisfaction.
As a result of analyzing the opinions of social rehabilitation teachers about a plan for activating the group home for the disabled, it was indicated to be the highest in independent type as for the operating type of the desirable group home, in a place where is easy for using public transportation such as bus or subway as for being thought to be the most important about a location of group home, in being convenient and comfortable facilities of the group home as for being thought to be the most important about the facility environment of the group home, in over 1.5 million won～under 2 million won as for proper salary, in 8 hours as for the proper working hours, and in 10 days as for the proper education time necessary for self-development or duty. Also, it was indicated in the daily-life training and the employment-support program as for a program that will need to be executed most imminently in the group home for the disabled, in the job-performance ability enhancement and job training as for the most important job-life support, in the special-manpower security as for being thought to be the most important for activating the group home for the disabled, in the institutional security for the group home for the disabled as for a matter that will need to be solved in order to expand and supply the group home for the disabled, and in the long working hours as for a matter that will need to be urgently improved in relation to working conditions.
As a result of analyzing the opinions of living-in people about a plan for activating the group home for the disabled, it was indicated to be the highest in the independent type as for the operating type of the desirable group home, in a place where is easy for using public transportation such as bus or subway as for being thought to be the most important about a location of group home, and in being convenient and comfortable facilities of the group home as for being thought to be the most important about the facility environment of the group home. Also, it was indicated in the daily-life training and social-adjustment program as for a program that will need to be imminently implemented in the group home for the disabled, in the joint work site program as for the job-life support, in the comfortableness of the dwelling facilities as for being thought to be the most important in order to activate the group home for the disabled, and in expanding an opportunity of employment in the disabled as for a matter that will need to be solved in order to develop and implement the proper program and to expand and supply of the group home for the disabled.
As a result of analyzing the difference between the social rehabilitation teachers and the living-in people, in case of the operating type, it was indicated that the social rehabilitation teachers preferred the independent type and the mixed type while the living-in people preferred the permanent living-in type. And, in case of the facility environment, it was indicated that the social rehabilitation teachers preferred what the group-home facilities are matched to age and culture of the living-in people while the living-in people preferred the use of one room per one person in the group home. In case of improving the program, it was indicated that the social rehabilitation teachers preferred the daily-life training and the community-integrated program while the living-in people preferred the leisure life and social adjustment program. And, in case of the job-life support, it was indicated that the social rehabilitation teachers preferred the job-performance ability enhancement and job training while the living-in people preferred the joint work site. In case of a matter necessary for activation, it was indicated that the social rehabilitation teachers highly selected the special manpower security while the living-in people highly selected the dwelling-space expansion. And, in case of a matter necessary for expanding and supplying group home, it was indicated that the social rehabilitation teachers highly selected the institutional security for the group home for the handicapped, and the special manpower security while the living-in people highly selected the expansion in an opportunity of employment in the disabled.
Based on this study, given suggesting some plans for activating the group home for the disabled, first, the dwelling space needs to be much secured and the residential facilities should be improved for the group home. Second, the operating manual and program of the group home for the disabled should be developed. Third, a system of supporting the job life in the disabled needs to be arranged. Fourth, the special manpower needs to be expanded, and the working conditions of the social rehabilitation teachers should be improved. Fifth, by supporting the group-home integrated support center, the group home needs to be institutionally secured. And, the support and understanding of community are required so that the disabled people can be integrated into community.

국문 초록 (Abstract)

본 연구는 장애인 그룹홈의 운영실태 및 활성화 방안을 파악해본 후, 장애 인들이 삶의 질 향상 및 자립적인 삶에 도움을 줄 수 있는 장애인 그룹홈의 활성화 방안을 모색해 보았다.
본 연구를 통해서 얻어진 결과를 요약하면 다음과 같다.
장애인 그룹홈의 운영실태에서 환경에 대한 분석결과, 운영주체는 사회복지 법인, 운영형태는 영구거주형, 거주형태는 아파트, 시설규모는 31평 이상, 입주 생활인 총인원은 4명, 한방에서 생활하는 생활인수는 2명이 가장 많은 것으로 나타났다. 프로그램에 대한 분석결과, 기능수행평가 실시여부는 1년에 1회, 개 별화교육프로그램 실시여부는 모든 입주생활인에게 실시함, 그룹홈에서 가장 중점을 두는 주요 기능은 일상생활훈련이 가장 높게 나타났다. 사회재활교사 관련사항에 대한 분석결과, 근무시간은 9시간～12시간, 근무형태는 상주근무, 월평균 급여는 100만원 이상～150만원 미만, 휴가는 사용 못 함, 자기개발 또 는 업무에 필요한 교육시간은 3일 이하, 직무만족도는 대체로 만족과 보통이 가장 높게 나타났다.
장애인 그룹홈의 활성화 방안에 관한 사회재활교사 의견을 분석결과, 바람 직한 그룹홈의 운영형태는 자립형, 그룹홈의 위치에 대해 가장 중요하다고 생 각하는 것은 버스나 전철 등 대중교통을 이용하기 편리한 곳, 그룹홈의 시설 환경에 대해 가장 중요하다고 생각하는 것은 그룹홈의 시설들이 편리하고 안 락한 것, 적정급여는 150만원 이상～200만원 미만, 적정근무시간은 8시간, 자 기개발 또는 업무에 필요한 적정교육시간은 10일이 가장 높게 나타났다. 또한 장애인 그룹홈에서 가장 시급히 시행되어야 할 프로그램은 일상생활훈련과 취 업지원 프로그램, 가장 중요한 직업생활지원은 직업수행능력향상 및 직업훈련, 장애인 그룹홈의 활성화를 위해 가장 중요하다고 생각하는 것은 전문인력의 확보, 장애인 그룹홈 확대보급을 위해 해결해야 할 사항은 장애인 그룹홈에 대한 제도적 보장, 근무조건과 관련하여 가장 시급히 개선되어야 할 사항은 장시간 근무시간으로 나타났다.
장애인 그룹홈의 활성화 방안에 관한 입주생활인 의견을 분석한 결과, 바람 직한 그룹홈의 운영형태는 자립형, 그룹홈의 위치에 대해 가장 중요하다고 생 각하는 것은 버스나 전철 등 대중교통을 이용하기 편리한 곳, 그룹홈의 시설 환경에 대해 가장 중요하다고 생각하는 것은 그룹홈의 시설들이 편리하고 안 락한 것이 가장 높게 나타났다. 또한 장애인 그룹홈에서 가장 시급히 시행되 어야 할 프로그램은 일상생활훈련과 사회적응 프로그램, 직업생활지원은 공동 작업장 프로그램, 장애인 그룹홈의 활성화를 위해 가장 중요하다고 생각하는 것은 거주시설의 쾌적성과 적절한 프로그램 개발ㆍ실행, 장애인 그룹홈 확대 보급을 위해 해결해야 할 사항은 장애인 취업기회확대로 나타났다.
사회재활교사와 입주생활인 차이분석결과, 운영형태의 경우 사회재활교사는 자립형과 혼합형을 선호한 반면, 입주생활인은 영구입주형을 선호하는 것으로 나타났으며, 시설환경의 경우 사회재활교사는 그룹홈의 시설이 입주생활인의 나이와 문화에 어울리는 것을 선호한 반면, 입주생활인은 그룹홈에서 1인 1실 을 이용하는 것을 선호하는 것으로 나타났다. 시행프로그램의 경우 사회재활 교사는 일상생활훈련과 지역사회통합 프로그램을 선호한 반면, 입주생활인은 여가생활과 사회적응 프로그램을 선호하는 것으로 나타났고, 직업생활지원의 경우 사회재활교사는 작업수행능력향상 및 직업훈련을 선호한 반면, 입주생활 인은 공동작업장을 선호하는 것으로 나타났다. 활성화를 위해 필요한 사항의 경우 사회재활교사는 전문인력확보를 높게 선택한 반면, 입주생활인은 거주공 간확대를 높게 선택한 것으로 나타났으며, 그룹홈 확대보급을 의해 필요한 사 항의 경우 사회재활교사는 장애인 그룹홈에 대한 제도적 보장과 전문인력확보 를 높게 선택한 반면, 입주생활인은 장애인취업기회확대를 높게 선택한 것으 로 나타났다.
본 연구를 바탕으로 장애인 그룹홈의 활성화 방안을 몇 가지 제시하면, 첫 째 그룹홈을 위해 주거공간이 많이 확보되고 주거시설이 개선되어야 하며, 둘 째 장애별 그룹홈 운영매뉴얼과 프로그램이 개발되어야 하며, 셋째 장애인의 직업생활을 지원하는 제도가 마련되어야 하고, 넷째 전문인력이 확충되고, 사 회재활교사의 근무조건이 개선되어야 하며, 다섯째 그룹홈종합지원센터를 지 원하여 그룹홈에 대한 제도적 보장을 해야 하며, 장애인이 지역사회에서 통합 을 이루도록 지역사회의 지지와 이해가 필요하다.
