The purpose of the study is to examine the effects of the personal assistance service what provided to the handicapped with serious problem, in order to help for their independent life. Compare their willingness for the independent life between the personal assistance service group and free house keeping, nursing service group. the inconvenience of daily life and the service satisfaction, and propose the future policy direction for the personal assistance service based on the results of the study. For this study, 227 handicapped were selected as the sample and were divided by 3 groups such as having the personal assistance service group, house keeping or nursing service and general handicapped with severe handicapped group. which had been left out of any long term regular social assistance service. In the research method, such items as, general characteristics, willingness for independent living, inconvenience of daily life and service satisfaction were investigated through the structured questionnaire for the severe handicapped people. The data analysis was made in terms of the frequency analysis, t-test and one-way ANOVA, using SPSS win 11.0.
The results of the study was as follows :
Firstly, the inconvenience of daily life, there were no significant difference between the group provided with the personal assistance service and the group with free house keeping or nursing service. As the result of the examination of the inconvenience of daily life by the item, in terms of the problem with going out and moving around, due to the inconvenience of behavior, the group with the personal assistance service felt less inconvenience and some statistically significant differences were indicated.
Secondly, in the willingness of independent life, the group provided with the personal assistance service was investigated to be higher than the general handicapped, or the handicapped with free house keep or nursing service, and some statistically significant differences were shown. There were all statistically significant differences found in 3 areas of the willingness for independent life, such as physical desire, psychological desire, and social desire.
Thirdly, in the service satisfaction, there were no significant difference between the group with the personal assistance service and the group with free house keeping or nursing. According to the satisfaction by the item between the 2 groups as shown in the following items of the questionnaire, "satisfaction with the feeling that some provides the necessary assistance", "some positive changes in the life after the assistance provided", "higher satisfaction in the family relations than before", "higher satisfaction with social life than before", "some improvement in everyday life", it was investigated that the group with the personal assistance service showed higher satisfaction degree than the group with free nursing service.
Fourthly, in the independent life needs by general characteristics, there were significant differences in age, marital status and intention of employment. The willingness for independent living needs was indicated to be higher in the cases with younger age, higher educational background, no marriage or divorce or death of one’s spouse. Also in the group with the intention of employment was indicated to be higher than the group with no intention. There were some significant differences depend on the marital status or the amount of monthly expense In the inconvenience of daily life. It was investigated that the married handicapped felt more inconvenience than the person left alone due to the no marriage, divorce and death of spouse, and generally the higher amount of monthly expense paid, the higher feeling of inconvenience in everyday life. In the service satisfaction degree, it was investigated that some statistically significant differences were indicated, depending on the sex, marital status, residential area, national basic living expense provided, and amount of monthly expense. In the female rather than the male, and the handicapped with divorce and separation by death, or unmarried rather than married, the higher satisfaction degree was indicated, and the handicapped living in the rural areas. than the dong in the city were investigated to be higher in their satisfaction degree. And it was also investigated that the receivers of national basic expense allowance felt higher service satisfaction degree than general handicapped with no such assistance, and the less amount of living expense, the higher service satisfaction degree
Fifthly, There was no significant difference in the reason of handicap, in their independent living needs, inconvenience in daily life in handicap types and service satisfaction.
