This research aims to thoroughly analyze the characteristic of asset poverty classes based on the dynamic analysis of asset poverty transferal possibility, and present diverse policies. The 2nd to 8th year resource of the 'Korea Labor and Income Panel Study' was referred, and 50% of the household net asset was set up as the asset poverty line, indicating households below 50% are asset poverty classes. First, the asset poverty characteristic was analyzed in a static perspective. In addition, we have looked at the asset poverty transferal possibility through a dynamic perspective, conducting a survival analysis by life table method and applying the Time-dependent Cox regression analysis to analyze influential factors. The main research result is as follows:
First, to determine the characteristics of asset poverty classes, we analyzed determination factor using the 8th year (2005) resource in a static perspective. The result has shown that the percentage of asset poverty is higher in: majority of female household with many members, young age and low education level of household members, low labor income, informal part-timers and working in a service or manufacturing industry.
Second, the poverty escape rate according to the asset poverty period was analyzed through the survival method. The result showed that asset poverty households demonstrated a higher poverty continuing period comparing to poverty households. Also, a low poverty escape rate indicated a longer poverty remaining period. In comparison, it has been analyzed that the hazard rate of non-poverty households entering into the asset poverty class is low, thus indicating the asset poverty problem is serious comparing to income poverty, requiring a political approach toward asset poverty classes.
Third, when looking the influential factors of asset poverty escape considering the asset poverty period, it has shown that the escape rate is higher for female households, high age households possessing assets, high education rate households, high income households and full-time households. In comparison, when analyzing the factors influencing the asset poverty entrance considering the asset poverty period, it has shown that the entrance rate is higher for low age, low education, low income but high financial and real estate income households. Also, informal part-timers showed a high possibility of entering into the asset poverty class.
Through the above analysis, we can pull out various political implications. First, it is considered that systematical support is compulsory for establishing the asset of asset poverty classes, along with the current poverty policies. Especially, if the 'Individual Development Accoucnt' is initiated through researches, it would be essential to build a systematic model to utilize accumulated asset by enhancing job competencies and ability to gain a decent job. In addition, comprehensive programs should be extended for the stabilization of poverty classes. In specific, diverse programs such as the 'Household Welfare Program' or 'Job Training Program' for women should be operated in order to influence the poverty escape.
