After the mid-1990s, a generation called, "New Generation," has emerged in Korean society. They are the generation, which experienced economic abundance of the developing Korean society in the 1980s and also went through the collapse of the Cold War. They are distinct from the older generation in various aspects and they have grown into the central force of pluralism in Korean society. On the other hand, the military also has been affected by these social transitions. Therefore, it has promoted modernization in numerous ways. This study examines the new direction of the Soldier Training Guidelines(STG), which is the main focus of the military reform, in order to carry out the modern warfare. In chapter 1, it explains the background and method of the analysis. In chapter 2, it examines the established studies about the STG and army life. The empirical research, which surveyed the soldiers in service, and its framework of analysis and result are integrated into Chapter 3. Chapter 4 presents the new direction of the STG in the aspects of training and development of human resource. In Conclusion, it states the overall summary and limitation of the study.
Significance of this analysis can be found in first examining the existing surveys, which analyzed the army life, in order to study the soldiers’ perception on it. Time ranges of these studies, however, only cover prior to year 2000, thus they have their limitations on the soldiers today, who has grown up with the internet. On the other hand, they are still noteworthy for presenting various suggestions about the STG and its path of development.
In order to analyze the soldiers’ perception on the army life and also to propose a new direction of STG, this study includes surveys of the soldiers in service today based on the former related researches. This study examines the soldiers’ perception on the army life through A. B. Maslow’s 'Hierarchy of need'. According to Maslow’s 'Hierarchy of need', it asserts that human desire consists of 5 phases. These 5 phases can be divided into basic desires and superior desires. The basic desires include physiological needs and desire for security. The superior desires are the longing for being fitted in, love, and self-actualization. As stated, these yearnings have stages and if the basic cravings are satisfied, a person desires for the superior ones. This study made up survey questions in accordance with the 5 desire phases of the 'Hierarchy of need'. Moreover, questions regarding the soldiers’usage of their leisure time and Cyber Knowledge Information Center (CKIC) are additionally selected to perform the empirical research about the diverse soldiers’ perception on the army life. The analysis indicates that the soldiers today are more or less satisfied with fulfilling their basic desires in the army. It confirms that the modernization effort of the military has paid off. On the other hand, it also shows that the superior desires cannot be fulfilled easily in the army. For example, they are eager for self-development, such as job education and leisure activity Besides, a number of opinions came up about developing contents of CKIC. These outcomes point out that the Soldiers of the New Generation, who has been brought up in the pluralized society, has various desires and furthermore, the STG also need to be reformed. Especially, it is evaluated that it requires a lot of effort to guarantee the condition for self-development and establish the basis of it.
This study proposes a new direction for the reform of the STG based on the soldiers’ perception on the army life and desire for self-development. For the new direction, it states the aspects of training and cultivating human resources. First of all, the training part proposes a process of effective military-socialization based on the relation between the military organization and general social groups. It also explains the characteristics of the soldiers of the New Generation as positive factors by connecting the reform of the army life culture and strengthening of the will-power. Moreover, it states a specific plan for the reform of the military training. This research also offers a proposal to accomplish an efficient education and training by blending the characteristics of the young soldiers, represented as Internet Generation, and the process of the military modernization.
Secondly the human resource cultivation part explains the STG as a part of a ‘lifelong education.’ The military service is limited to two years, and for that period of time the soldiers are detached from their schools and other social activities. This could affect negatively to the national competitiveness. Therefore, the military service should be the time for both fulfilling one’s military duty and also getting the extension of school education, which promotes mental maturity and cultivates one’s diverse skills. The military service needs to be the time of providing various opportunities of education in the big framework of ‘life-long education.’ It should not be the time of stagnation but the time of self-cultivation. This thesis offers a system, which promotes ‘lifelong education,’ and a concrete course of development for cultivating human resource. In order to do that it asserts the development of local human recourse and promotion of ‘lifelong education system’through networking. Besides, it reviews about stimulating study group activities to utilize one’s spare time in the army. It examines the groundwork for such development of human resource in relation to the military modernization.
As formerly stated, this thesis offers the new direction of the development for the STG based on the former studies. This study, however, has following limitations. The subjects of the study for the detailed perception research about the soldiers’ army life are rather limited in comparison to the diverse reality of the soldiers. On the other hand, in spite of its restraints, this research applied a document research and empirical research method by mutually complementing each other’s weakness. Significance of this study is the proposal of the new policies for the STG.
