Today child care policies tend to aim at providing diverse and high quality service on the ground of universal children's rights as apart of child care policies. Welfare advanced states generally would allow whoever has child care demands to make use of child care facilities with moderate expenditures, their governments also make all efforts to arrange institutional equipments in order to provide the good-quality care service through various care services and programs.
Since our government has enacted so-called 「Children and Education Law」in order to provide an appropriate environment and professional child care service, the child care project made epochal developments through enthusiastic works of government's and civil's level in less than 10 years. But when we estimate results of plans to expand and improve the facilities, there are causes for concern on the child care service in quality and on reflecting the parent's opinions. The development of child care would need institutions, which manage and inspect facilities, and estimate whether they provide more the good-quality care service to infants and preschool children or not than the quantitative growth. The Ministry of Health and Welfare, the Ministry of Labor and the Ministry of Gender Equality announced that they are to introduce Accreditation System into the child care facility in order to improve the degree of parent's satisfaction and the convenience of the care service, etc through promoting the quality of the care service as a part of revitalizing the child care project in March,6,2002.
Accreditation system, which aims to improve the quality level of the child care service, is a process of estimating the quality level of their facilities at the moment voluntarily and raising to accreditation indexes, which indicates the quality level of the facility with reference to accreditation indexes of edu care centers that professionalists agree. But we could not expect for service quality automatically to be improved only with enforcement of Accreditation system, it is necessary for Support process which satisfy the expectation of improving professionalism in Accreditation procedures. That is, Support process, which introduces Accreditation system into centers that want to participate in and bolster Support process from self assessment on their own facilities, devising and practicing a new improving plan, to winning accreditation, is essential for Accreditation system to achieve the natural goal of Accreditation system, improving the quality of the child care service and raising teachers' professionalism through Support process.
Some previous studies would emphasize the importance of preparatory assistant's support(Support Institution). For example, some indicated that the dispatch of an assistant could help to improve centers' service quality in Exemplary Accreditation system, the other verified in their findings of a public hearing on models of Accreditation system of the child care facility. Also, the another indicated that the support of an assistant in the process of preparing assessment on the child care facility positively affected organizational assessment on kindergartens.
This study was to survey and suggest which assistance the principal and the child care teacher demand on Accreditation system and accreditation process. The results are as follows.
First, there are some differences in the content and the type of the assistance according to the child care facility, teacher and principal variables. Therefore, it is necessary to concrete the content and the measure of the assistance which could support and satisfy various real conditions and demands of each child care center. Furthermore, it is in urgent need of accreditation assistance program model in order to effectively perform governmental support on assistance-specialized organizations, and assistance demands suitable to diverse environments of each center.
Second, regarding the importance of the assistant's roles in accreditation support, it is necessary for the assistant's professionalism to be improved and for model of the education organization which enable the assistant to train systematically to be developed.
Finally, It would be required constantly to study on Accreditation Support and as well occurred with administrative and financial supports in order effectively to systemize and establish Accreditation system.
