군 전문인력 양성을 위한 위탁교육제도에 대한 연구 : 육군을 중심으로

국문 초록 (Abstract)

본 연구의 목적은 군(軍) 전문인력 양성에 초점을 두고 시행중인 위탁교육제도를 고찰해 봄으로써 그 양성체계를 파악하는 한편 문제점을 진단해 봄으로써 현행 군 위탁교육제도를 개선할 수 있는 방안을 모색하는데 있다. 연구의 목적을 실행하기 위해서 선행연구와 관련자료인 귀국보고서를 참조하였다.주지하듯이 직업군인은 엄격한 교육과 훈련을 통하여 군사지식과 기술을 습득하고 실무경험을 통하여 능력을 개발하고 있다. 직업군인은 전문직이 갖는 전문적 지식 및 교육, 책임감과 소명의식, 자율성, 윤리의식 등의 특수성들을 충족하며 전문가의 특성을 가지고 있다. 따라서 직업군인은 다방면의 능력을 지닌 전문직업인으로 보아야 한다.그러나 21C 군에서는 첨단 과학화됨에 따라 기술 집약적 지식 정보가 절실한 일반적인 의미의 군사 전문가에서 보다 전문화된 특정 분야 전문가로서의 자질을 갖춘 군 전문 인력이 필요하게 되었다. 그리고 인사, 조직관리, 물류지원 등 사회의 거의 모든 분야를 망라하는 군사업무 및 전장양상은 시대의 변화에 따라 그 추세가 정보화, 과학화 현상을 보이고 있다.이렇게 볼 때 21세기 군 전문 인력이 구체적으로 갖추어야 할 것들은 ① 전장 환경의 변화에 대한 능동적 대응, ② 현대사회의 전문화에 대한 요구의 대응 ③ 국방정책의 합리성, ④ 육군정책의 강력한 실현 등으로 요약 정리할 수 있다. 이러한 시대적 정황에 대응하여 최근 군 위탁교육은 보다 전문화되고 있으며 해외로까지 그 외연을 넓히고 있는 것은 바로 이러한 추세와 수요를 반영한 것이며 위 사항들은 군위탁교육을 통해 지향하고 있는 목표이기도 하다.육군 정책을 주도하고 전문지식 및 특수자격이 요구되는 군 전문 인력은 전문 인력 위탁교육, 실무경험, 그리고 직무교육을 통해서 양성된다. 이 중에서 전문인력 위탁교육은 전문인력 양성에 있어 그 기간이 길고, 정규 학교교육을 통하여 학문지식과 기술을 습득하고, 전문 인력으로서의 외국어 능력과 사고전환 그리고 다양한 경험을 할 수 있는 아주 중요한 교육과정이다. 그리고 전문인력 위탁교육 결과에 따라 군 전문인력의 질이 좌우되고 그 결과는 국방정책의 수준을 결정하게 된다.위탁교육생은 미래의 군사 환경 변화와 사회의 발전에 대응하기 위해서 군 전문 인력 양성을 위한 전문 인력 위탁교육이 필요하며, 군 생활에 도움이 된다는 인식을 가지고 있었다. 학업 이외의 다른 분야에 대해서는 새로운 경험과 사고전환을 할 수 있는 점을 가장 큰 효과로 보았다. 또한 군 전문 인력에게는 학문지식, 군사지식 그리고 외국어 능력이 필요하며, 정책부서나 특수직위에서 업무를 훌륭히 수행할 것으로 보았다. 국외 위탁 교육생에게 어려운 점을 분석한 결과 학업분야에 있어서는 사전 위탁교육 준비기간을 충분히 갖지 못하여 학업적응이 어려운 점, 생활에 있어서는 언어문제, 주택문제와 경제문제가 어려운 것으로 나타났다.문헌연구와 귀국보고서를 통한 전문인력 위탁교육제도의 문제점 및 개선방안을 다음과 같이 정리 할 수 있다.첫째, 위탁교육제도의 교육목표를 학문지식 또는 전문지식의 습득과 학위취득뿐만 아니라 교육의 보편적 가치, 전문 인력의 역할, 전문성 개발목표 등평생학습을 충분히 반영할 수 있도록 정립해야 한다.둘째, 전문 인력의 모집과 선발 측면에서는 전문 인력 모집에 유능한 인재들이 많이 응시될 수 있도록 하고, 전문 인력의 양성이 조기에 달성될 수 있도록 하며, 전문 인력에게 요구되는 능력을 충분히 평가할 수 있는 선발방법 도입이 필요하다.셋째, 전문 인력 위탁교육의 준비 단계에서는 전문인력의 능력을 충분히 발전시킬 수 있도록 교육기관, 전공학과 등을 육본 차원에서 관리하며, 위탁교육 사전 준비 기간을 충분하게 부여하여야 한다.넷째, 전문 인력 위탁교육생의 관리 및 지원 측면에서는 위탁교육생이 안정적으로 학업에 전념할 수 있는 제도적 지원 확립이 필요하고, 군 관련 논문이 작성될 수 있도록 자료제공 등 실질적인 도움을 주어야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to grope for the direction to improve the commissioned education system by the current situation, focusing on the training of the military specialists. For the operation of the purpose, have referenced the previous studies and homecoming reports.We've already known Professional soliders have been learning the military knowledge, technique developing the capability with hands-on-the-background. Also they hold quality of specialist with satisfying characteristics of special knowledge and education, responsibility, calling awareness, self-control nature, ethics awareness. Thus we must understand the professional soliders are the professional man.We need ,however, the military specialists who has the qualities with more professional parts than the ones with general military knowledge in necessity of the more technology-integrated knowledge as the 21st century military is getting high-tech. And now, the trend of the military affairs and the style of the battle field, which include all the personnel errands, management of the organizations, administration of physical distribution, etc. become more information-oriented and technology-oriented phenomena with the change of the time.Considering the current situation, we could summarize what the 21st century military specialists should have are ① the active responses to the change of the battle field environment, ② the responses to the requirement of professionalism in the modern society, ③ the rationality of the military policy, ④ the strong execution of the military policy, etc. As the answer of this current situation, the reason that the recent military entrusted training becomes more specialized and expanded toward abroad is reflected the current trend and requirement, and the summaries above are the goals of the training as wellThe each military force is responsible for training the military specialists who lead the military policy with the specific qualifications of professional knowledge and special parts and these specialists are trained through the entrusted training programs of professional trainers, the hands-on-background program and the job training. 'The special degree course', which is the one of the military training programs and the training systems, is the very important training course which takes long term to complete and those who take this course can learn the knowledge as well as technology through the regular curriculum and improve the foreign language skills and have the change to convert the original ideas and various experiences.The entrusted trainees reported that they would need to take the entrusted training program in order to respond the change of the military environment in the future and the development of the society and realize that this kind of program is necessary for their military service. They also thought that the best benefits of this program are having various experiences and converting their original ideas beside of the learning part. In addition, they reported that the military specialists need the foreign language skills, the military knowledge as well as the studies and they could execute their affairs in the policy department or the special position through this program. As the result of the analysis from the entrusted trainees in abroad, they had trouble in communication, housing and economic problems and being accustomed to studying in abroad because they had not had the preparation period for the program before.Based on the findings in problems with commissioned education system for military specialists, this study propose the ways to solve the problems as follows:First, educational objectives of commissioned education should be able to fully include not only mastering scientific and special knowledges and obtaining a degree but also universial values of education.Second, the recruting system should be made to encrouge more competent talants to apply for it and the selecting system should made be able to evaluate applicant's abilities to the full.Third, at the stage of preparing for commissiond education for military specialists, the head quarters of the army need to coordinate the needs of trainees on the army and university programs in order to develop specialists' abilities to the full. In addition, trainees should be allowed to have enough time to prepare for reciving education.Lastly, in order for trainees to concentrate themselves on learning, the military should set up a system to support them and also should provide pratical assistance in order for them to write theses regarding the military.
