Regional population growth can be viewed in two ways; Natural growth, which consists of a region’s birth and death rate, and Social growth, which implies the flow of population of from one region to another. The inflow of population to a certain region gives significant influence to its economic and regional growth. Therefore, regional policies must be based on the understanding of the migration tendencies and pattern of its population. Presently, the level of understanding of the factors for regional population migration is at a low level, which consequently brings forth the population concentration of certain regions and moreover, can lead to implementation of disproportionate land development planning. Therefore, if a regional policy is instated without proper understanding and analysis of factors behind regional population concentration, its validity will be short termed, and wasteful expenditures will occur. In conclusion, for an effective and proportionate establishment of regional development, an in-depth study of population migration must be preceded.
The purpose of this thesis is to present directions for regional policiesby using for groups of regional utilities. An evaluation of regional utilities of thirty one city of Gyeonggi Province has been conducted to produce the 4 modules of regional utilities. A synopsis of the thesis is as below:
First of all, difference of regional utilities causes population migration. Therefore, this thesis will deduce a model conforming to the regional utility of population migration. Also, from examination of past studies, it will deduce the factors consisting of population migration, and will set evaluation articles and index that are suitable to its consisting content. More specifically, these indexes will be classified into five categories : economic, educational, public service, administration and financial affairs, and environment. In order to prioritize the factors according to their level of significance, this thesis have deduced weight of each factors based from professional surveys usingPairwise Comparison Matrix of AHP.Weights for regional population migration on the surveys show 0.366 for economic factors, 0.321 for educational factors, 0.122 for public service factor, 0.106 for financial and administrative factors. This shows that economic condition and educational infrastructure are the main significant factors contributing to regional population migration. On contrast, the results showthat public service, administration, and environment factors are considered less significant. By standardizing scores from evaluation index of Gyeonggi Province data, this thesis has deduced thirty one city utility index. Next, the indexes have been categories them into four regional groups. The four regions consists of immigration extend region, immigration region, outmigration region, outmigration extend region. The four regional groups show that the regional utility which causes the population migration decreases consecutively from group 1 to group 4. From this analysis, this thesis will suggest regional policy measures that conform to each type of region.
