The purpose of this study is to develope a variety of programs that serve the art and career needs of emerging performing artists as improvement of support programs to bolster emerging performing artists.
The emerging performing artists usually suffer from lack of information about fundraising, human resource, space for present and lack of earning production cost for art work. The market structure is almost monopoly as a "winner-take-all", because most audience tend to rely on the reputation of artist for reduction of access cost. Also there are some 'barrier' of the funding system for emerging artists. So It's very hard to carry on their work with accumulation of professional career as well as to make a new work for emerging artists. For solution of this matters, support programs for emerging performing artist was begun in south korea by Art Council Korea at 1999. Although it provides the opportunity to make a artwork or to begin some project for emerging performing artists, there are some problems of vogue direction of support program between 'creative development' and 'career development', so it's hard to expect to effect on the performance of art policy for emerging artists. And the support program for emerging performing artists consist of only grant award with direct funding. so it is only possible to make some project or one-time training for artist by themselves. These lack of consistent linkage of support program between 'remove of barrier' and 'nurturing for artist' are not helpful to develop their career or autogenous capability in performing art market for emerging artists at all. Sometimes That makes phenomenons of 'buggin's turn' or 'stark choice'.
To stimulate activity of artist, it need to promote 'personal creativity' of artist and 'institutional creativity' of art policy or programs. To promote 'institutional creativity' and to improve support programs for emerging performing artists in korea, this study has examined support programs for artist of the foreign cases.
The first group of the foreign cases are programs of 'The Agency for Culural Affairs of Japan', 'Canada Arts Council' and 'New York Foundation for the Arts (NYFA)' as public support organization. These public support organization provides the linkage programs for emerging artist with funding and coordination with public art center as 'study and report present shows', 'development and production', also it provides diverse support programs focusing on not project but artist under the clear objective of support as 'nurturing and career'.
The second group of foreign cases are programs of 'National Performance Network of United States of America' and 'Breathing Space of United Kingdom' as performing art network organizations and programs. Breathing Space commissions artists to explore and experiment with nascent ideas or work outside of their usual artistic practice. Breathing Space works with partner venues right from the start of the process, so that no matter what shape each piece takes. so It gives the opportunity for artist through co-commissioning and co-touring of artwork. That can be a good example for theatre associations in korea for presenting works. Also 'National Performance Network of United States of America has diverse support programs for artists like a workshop program, residency program and associated artist program with partners and network. It gives the case study of how the project can make for artist with network and parnership with offering space and time to artist in korea.
The third group of foreign cases are programs of 'The Independent Performing Artist Resource Center of The Field' at United States of America, 'Live Art Development Agency' and ' Artsadmin' at United Kingdom as consulting&serivce organization for artists. These all organization have a different kind of character as a organization, but it makes diverse activity including to makes regular project for artist like a workshop, one-to-one consulting, providing informations and it provide to space and time for creative work of artists in phase as non-government bodies. Especially, there is not consulting agency for performing artist in korea as non-government bodies, also it has very lack of the opportunity that can have a time for consulting and some programs according to emerging performing artist needs in korea, so, these cases can give some proposals of consulting and service for artist in korea like to set up an consulting organization for independent performing artist with flexible component information.
The fourth group of foreign cases are 'The Centre for Contemporary Arts in glasgow', 'Chapter Art Centre in Cardiff', and 'Greenroom in Manchester' as workspace and delivery organization at United Kingdom.
CCA presents a diverse artistic and educational programme across art forms. CCA have program of CCA Creative Lab as a residency, and It gives the principal of focus on process of research rather than result of performance. It gives how residency program's work can make it through experience at some space as a process of creative work development. In korea, every art policy and even the program for emerging artist, that always focus on the result. so this case can imply on what is the importance of support program under clear principle of support program. As a one of Europe’s leading contemporary Chapter Arts Centre was set up in 1971 in an old school by a group of artist, it provides 50 managed workspaces for about 150 people. The key to Chapter's success is that it provides far more than simply workspaces. The centre's staff help with the artists and producers to help bid for funds, stage shows, find partners and develop plan. To win a space in the oversubscribed building a project has to be both innovative and stand a chance of self-sufficiency. This cases gives the some example for utilization of arts center space in korea. Also, of course, it implies how art center can effect on local society under the relationship with artist and art group to promote local cultural environments, also it provides example of the co-production with young artist as well as established artist within international and local context. 'Greenroom' art centre also one of leading art center for new extraordinary performance in UK. It support artists by providing resources and a ‘safe space’ for the creation of experimental and contemporary performance. It also has a program of 'Breathing Space' under association with Tramway in glasgow, Arnolfini in bristol, The Junction in Cambridge. Also, greenroom has a 'Artist Development' program and it consist of residency program, Associated artist program, 'Method Lab' program as a research. 'Instant win' to present a creative idea to a panel.
Actually, It is very rare the place has the Artist Development program at art center or theatre in korea. So, the cases of Greenroom, Chapter Art Center, CCA implies how the art center can work on for artist with providing time and space with understanding of importance for aritst development while making their own principal within artistic context and local contexts. Also these art center insist to recognize importance of experimental work or extraordinary performances to artists and audiences. They are on 'not-safe-road', but they walks on 'the road of high-risk'. That also implies how the art center can contribute to diverse environment of performing arts in korea. There is only 'gentlemen' not 'adventurer' in korea, even some groups are kind of adventurers.
With these analysis of foreign cases, this study suggests improvement of support programs for emerging performing artists.
First of all, the method to draw up support programs for emerging performing artists has to be changed the way from 'top-down' to 'buttom-up' according to artist's needs and requirements by research of their environment.
In the second, the direction to draw it up has to develop under clear principal between 'creative development' and 'career development', also between 'remove of barrier' and 'nurturing for artist'. The clear principal is the only the first step that can provide appropriate support program for artist's activity, also that only can evaluate the possibility of artist and values about their activities.
In the third, to make effect on performance of policy, it need to make a support program with linked process program in purse when one creative works take place. There is only one way to fund as a grant to emerging artists in korea, but it has to be changed to some creative institutional way as well as direct-support program so that can provide diverse opportunity for artist.
In the fourth, emerging performing artists usually suffer from lack of information about fundraising, human resource, space for present and lack of earning production cost for art work. Especially, the information for production is relied on haman network at performing art market. So, to new-comer artist, the information is important. Everybody want to see some high-quality work from genius emerging artist. But performing art is one of the group working, it needs to joint good human resourse like a professional designer, technician within understanding their own work while having a space and time can discuss and understand. So, the information is not only to provide information for work-path and career of artist but also to stimulate the thing can inspire artist. Also it contain process to discuss to what they need and what they have to.
In the last, the most important things are those. One is the recognization of importance of 'precess' than 'result', also the regard of the every step of process in creative works have to be regarded it need to appropriate support program process and evaluating system according to the objective in the process. The other one is the making active partnership among art centers and festivals and network organization as well as public funding organizations. There are only one voice of each organizations in korea. Although, to make a co-commission for work, co-touring, co-producing and collaborative projects are very common thing, but it's very rare to communicate to make a partnership among the delivery organizations. That means every works have to find their own way in each time when Artist makes a artwork. and Every art center want to make a safe path for their career under circustomes not to have their association partner for insisting to communicate a high-risk work, that makes always purchase conservational and typical works. And also that makes to lose opportunity to present for emerging or new artist.
So active network and partnership is very important to reduce the production cost as well as to promote a extraordinary work. Eventually that can provide abundant cultural environments in social and local context
To support emerging performing artist is not only the matter of the artist or not 'art for art's sake' but also the matter of diverse value of life. This study on improvement of support programs for emerging performing artist wish can give a hands to provide diverse environment and to encourage opportunities for creative activity of new and emerging performing artist.
