Ⅰ. The Purpose of Study
The governance on which the participatory government lays stress is one of the four paradigms for the decentralized operation of the nation suggested in the government innovation local power decentralization road map (2003). The governance aims to shift the operation of the nation from the government office-led type to a new one by which the private and the government office cooperate, from the method for centralized operation of the nation to that for local governments' operation of the nation and from the government office-centered decision-making type to residents' participatory one. In addition, it is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation.
With the advance in globalization and democracy, the local governance which has fast emerged as a new paradigm breaks away from the existing method for the government-centered rule means establishing cooperative network with local governments, regional non-profit organizations, regional corporations and residents as its entities. Based on the concept of governance, the local governance, if concretized more, can be expressed as 'the modality for solving cities' public issues by way of mutually cooperative relations between the entities forming the region.'
This study examined the meaning the governance has from the perspective of social welfares and investigated how the private-public cooperation in the region is being achieved within the social welfare system. That is that this study aims to grasp the problem by approaching the cooperation between the participating entities in the region on the level of local governance to step up the region's social welfares, thus seeking a developmental way for private-public partnership to solve such problem.
Ⅱ. Concepts and Types of Local Governance
If we sum up the local governance in the sector of social welfares, it means the right to decide on policies for social welfares required by the community is shared by various constituents of the region as well as a regional government and council. The typical system realizing such concept of local governance is the resident participatory budgeting system and the community welfare conference.
The resident participatory budgeting system is a system by which regional residents realize the idea of local autonomy called participation and self-decision with an opportunity provided for them to participate in drawing up budgets and decide the budget by themselves according to their own preferences and priorities and the community welfare conference is a conference body to enhance the efficiency of social welfare services with a close cooperation between the private and public sectors and to solve the community's issues on their own by community unit.
Ⅲ. The Current Actual Condition of Local Governance
Cheongwongun has not yet enacted the ordinance related to the resident participatory budgeting system but conducts questionnaire surveys on residents to collect their opinions before drawing up the budget. The community welfare conference is equipped with a basic-level network but lacking in the degree of its activation.
Ⅳ. The Ways of Activating Private-public Partnership
The following are suggested for ways of activating the resident participatory budgeting system. Firstly, the substance of the financial information released is focused on. Secondly, an effective organization of residents' participation and the activation of the operation of the citizens' committee for resident participation are required. Thirdly, the reverse functions such as the weakening of self-regulation of heads of local governments, local council members and public officials, inefficiency in the operation of local finances and the undermining of the fairness in distributing budgets should be controlled. Lastly, ways of overcoming the conditions restricting time and the financial resources available are required to be sought.
As strategies to activate the community welfare conference, firstly, a horizontal relationship for cooperation through the division of function among the conferences is required. Secondly, the regulation on the operation of conferences compatible with a region's actual circumstances. Thirdly, welfare learning program targeting residents should be conducted. Fourthly, there should be a benchmarking through the work cooperation arrangement with other conferences in cities, counties and wards. Lastly, there should be an appropriate division of roles between social welfare conferences and community welfare conference.
Ⅴ. Conclusion
At present, the central government is pushing to establish the private-government office cooperative network on a phased schedule. It aims to provide tailor-made integrated service by linking the public and private's 8 big areas of resident life support services available by local autonomous body unit such as cities, counties and wards to the big 6 targets for services.
In order to respond to the decentralization to local governments and the governance the central government is focusing on, it is absolutely necessary to establish regional private-public cooperative network intended for providing substantive social welfare services from the time of the drawing up of budgets. For the community to be formed and take hold successfully, it is, above all, necessary to activate the resident participatory budgeting system and the community welfare conference local governance at the level of local governance. Based on the public and private partnership on equal footing, the citizen's social bodies' positive attention and participation should be stressed along with the local governments' administrative and financial efforts.
