The purpose of this survey is to how public servants' work-related stress affects their level of content with their job in order to find out proper way for improving job satisfaction. The survey was conducted by the Foreign Ministry. For theses reasons, we verified and analyzed work stress and the level of the contentment and also studied the interrelationships between work stress and the job satisfaction.
For better studies, we examined the preceding studies to reorganize the factors which might affect job satisfaction, and we also set four independent variables such as the work itself, roles in the organization, personal relations and efforts to improve one's career. These were all chosen in terms of sociological features.
The subject of this study were public servants in the Foreign Ministry. Questionnaires were distributed From Oct 1st, 2007 to Oct 10th in 2007. Through the Ministry intranet, we distributed the papers to all 3316 officers. questionnaires were chosen and used them conduct the study.
The following are the results of our verified analyses.
In terms of the socio-economic character of respondents, there were differences in the level of work -related stress. When we measured the levels of the work-related stress of public servants in the Ministry, public servants in the foreign offices showed higher levels of work stress than officers' in local offices, when we measured the levels of work-related stress coming from the different roles in the ministry. For efforts to improve one's career, officers in the rest of the other administrative divisions showed the highest level of work-related stress.
In terms of the socio-economic character of respondents, male public servants showed more satisfaction in their work achievement than female public servants. public servants in their fifties were the most satisfied with the their jobs. When we studied how academic degree affected the levels of satisfaction with jobs, public servants who had an academic degrees beyond a master's degree showed the highest level of satisfaction, and married public servants showed the higher level of satisfactions than single ones.
When we studied how work-related stress affected satisfaction with work, the more serious work-related stressed public servants were the least satisfied with the work.
The Foreign Ministry protects civilians and promotes their safety and rights, and also contributes to international peace and prosperity of the world. Through multi-level diplomacy, the Ministry establishes foreign policy and conducts them. It contributes to world peace and global prosperity through cooperations with local communities and multilateral-cooperations.
The Foreign Ministry conducts trade with foreign countries, commerce negotiations, protection and support of Koreans overseas, cultural trade and official report to other nations. The public servants in the Ministry had more accumulated stress than before. Excess level of work-related stress have a negative impact on the effectiveness of work and was harmful to public servants' health.
Like members of any organization, that are in situation where they confront work-related stress, we need to find individual and public measures to reduce the stress and improve their job satisfaction.
On the individual level, working-out, expansion efforts self-improvement and maintaining good relationships with co-workers to establish working relationships are important, and also through these relationships, we could reduce work-related stress and improve their job satisfaction.
On the public level, solving struggles in role-playing and finding clear definitions of roles in organizations, equitable distribution of work and providing opportunities for education would help public servants improve their abilities, will work as measures to reduce work-related stress and make public servants more satisfied with job.
These individual and public efforts are very important to help public servants' work in better situations.
We expect that this study will contribute to help public servants confront and reduce their work-related stress. However, there are some limitations to the study.
First, the subject of the study were some pubic servants in the Foreign Ministry. If we apply the results of the survey to other public servants in the Ministry, there could be a generalization error. We need to expand the range of the survey to the rest of the public servants in the Ministry.
Second, We used questionnaires as measure to conduct the study. There could be a generalization error when we use the questionnaire, and also we don't know how honestly officers answered the questions. Therefore, we need to use other measures such as interview or observation along with the questionnaires so that we could conduct diversified and verified studies.
