고등학교 사회교과서의 민주시민교육의 문제점과 대안 : 제7차 교육과정을 중심으로 = Problems and Alternatives of Democratic Citizen Education in Social Studies Textbook for Highschool Students

국문 초록 (Abstract)

현대 사회는 정보화 ㆍ 세계화 ㆍ 도시화 ㆍ 산업화 등으로 각종 사회문제들이 발생하고 있다. 사회가 당면하고 있는 심각한 사회 문제들을 해결하기 위해서는 먼저 시민들의 민주시민의식 함양이 요구되고 이를 기반으로 건전한 시민문화 형성이 중요해지고 있다.
본 연구는 고등학교 사회교과서의 민주시민교육 내용을 분석해보고 민주시민의 자질을 함양시키기 위한 구성요소별 분석을 통하여 제 7차 사회과 교육 목표에 얼마나 접근하고 있는지 살펴보고 민주시민교육의 문제점과 개선방안을 모색해 보고자 한다.
제7차 교육과정의 10학년 사회교과서에서 일반사회영역을 분석하여 내용면에서 영역별로 지식, 기능, 가치 ㆍ 태도에 대해 살펴보았고 민주시민자질의 구성요소를 영역별로 분석하여 보았다. 분석한 결과 합리적 의사결정이 가장 높은 비중으로 강조되었고 다음으로 인간의 존엄성, 민주사회에서의 절차, 기본질서 등으로 민주시민성을 나타내고 있었다.
민주주의를 지향하는 사회에서 민주시민교육은 민주주의의 이념을 바탕으로 하여 이루어지며 좁은 의미에서 정치교육을 지칭한다면, 넓은 의미에서는 정치생활 뿐 만 아니라 경제, 사회, 문화 등 여러 생활영역을 포함한 교육을 말한다.
우리나라의 민주시민교육은 근대국가 수립이후 제5공화국까지는 권위주의 국가체제에서 올바른 민주시민교육이 이루어졌다고 볼 수 없다. 1980년대 초반 군사정권의 억압적인 분위기 속에서 학생운동이 중심이 되어 전체 민주화운동을 주도하는 가운데 시민운동단체가 조직되기 시작하였고 1987년 6월 항쟁은 한국 시민사회 발전의 중요한 계기가 되었다.
이를 계기로 민주화, 반독재 투쟁에서 환경, 인권, 소비자, 여성 등 시민사회의 다양한 문제들이 중요한 사회적 이슈로 제기되고 분화된 영역을 가진 시민단체들이 등장하기 시작하였다. 문민정부가 들어서고 세계화 ㆍ 개방화 등의 사회변동으로 민주시민교육의 필요성이 부각 되고 있다.
한편, 21세기는 정보화 ㆍ 세계화 ㆍ 개방화 ㆍ 다원화 등으로 새로운 교육관, 지식관, 학습관의 변화가 요구되고 있으며, 전 세계적인 정보 네트워크로 세계가 하나로 연결되는 지구촌 사회가 출현되고 있다. 이에 따라 민주시민의 자질 면에서도 변화가 요구되고 있으며 민주시민교육의 중요성이 더욱 커지고 있다.

다국어 초록 (Multilingual Abstract)

There are various kinds of social problems due to globalization, urbanization, industrialization in a modern society. In order to settle the serious social problems that the society is facing, people are required to build awareness as a democratic citizen. On the basis of this democratic awareness, the building of a sound civic culture has become important.
The purpose of this study is to analyze the contents of democratic citizen education in a social studies textbook for high school students, to examine how much it meets the objectives of the 7th national education curriculum, and to find problems of the current democratic citizen education and alternatives by identifying elements required to foster the qualities of democratic citizens.
The study examined knowledge, functions, values, attitudes of democratic citizens by analyzing general social studies section of the 10th grade social studies textbook of the 7th national education curriculum. Also it analyzed elements of the qualities of democratic citizens. The analysis showed that a large emphasis should be put on Reasonable Decision-Making, followed by Human dignity, Democratic procedure, Fundamental order, etc.
In a democratic society, citizen education is realized in the ideology of democracy. While it indicates political education in a narrow meaning, it means the education including many life areas such as economy, social issues, culture as well as politics in a wide meaning.
It can not be said that the proper democratic citizen education was carried out in the authoritarian national system from the establishment of the modern nation until the end of the 5th republic. Early in the 1980s, civil movement organizations started to be formed with students movements leading the whole democratic movements in a suppressive atmosphere by the military regime. The civic uprising in June, 1987 was a very important turning point for the development of South Korea's civil society.
Taking this opportunity, many social issues such as environment, human rights, customer, woman, etc. began to be taken into consideration, and many specialized civil organizations appeared. Since the civilian government started, democratic citizen education has been regarded as necessary for the social changes such as globalization, open-door policies, etc.
Meanwhile, the new ideas of education, knowledge, learning are required to be set up in the 21st century. The whole world is making a "global village" society in which nations are connected in the worldwide information network. Along with this change, the change in the qualities of democratic citizens is required as well, and democratic citizen education becomes more important.
