빈곤아동 복지정책 개선방안에 관한 연구 = (A) study on the improvement plan for welfare policy of poor children

국문 초록 (Abstract)

아동의 빈곤은 교육기회의 감소와 이로 인해 성인이 된 후에도 생산성을 저하시키고 실업에 처할 위험을 높이기 때문에 빈곤의 악순환을 초래할 수 있다. 아동에 대한 사회적 지원의 필요성과 중요성에도 불구하고 이들에 대한 종합적이고 체계적인 지원은 매우 미흡한 실정이며, 이와 관련된 논의 역시 매우 부족한 실정이다. 이러한 맥락에서 본 연구에서는 빈곤아동을 위한 복지서비스 실태분석을 통해 문제점을 도출하고 정책적 개선방안을 제시하고자 하였다.
본 연구목적을 달성하기 위해 본 연구에서는 문헌분석, 사례 비교연구 등의 방법론을 병행 활용하였다. 특히 본 연구에서는 빈곤아동을 위한 복지정책을 보다 체계적으로 분석하기 위해 Gilbert & Specht(1974)의 분석틀을 활용하여, 빈곤아동복지정책의 지원대상, 지원프로그램, 전달체계, 예산 및 재정 축면을 분석하였다.
본 연구의 구성은 다음과 같다. 제1장 서론에 이은 제2장에서는 빈곤아동의 복지정책에 관한 이론적 고찰과 선행연구 검토를 통해 본 연구의 분석틀을 제시하였다. 제3장은 빈곤아동 복지정책의 실태분석을 통한 문제점을 제시하였으며, 제4장은 미국의 Head Start, 영국의 Sure Start, 캐나다의 Fair Start 프로그램 등을 연구모형에 기초하여 비교분석하고 정책적 시사점을 제시하였다. 제5장은 이상의 분석결과를 토대로 빈곤아동 복지정책의 개선방안을 제시하였다. 제6장은 결론부분으로 본 연구의 주요 결과를 요약하였다.
현재 정부차원에서 시행되고 있는 빈곤아동 복지사업으로는 희망스타트 사업, 소년소녀가정 지원사업, 아동급식사업, 저소득층 학생 수능공부방 운영사업, 아동발달지원계좌(CDA) 지원사업 등이 있다. 빈곤아동을 위한 복지서비스 실태분석을 통해 도출된 복지서비스 대상측면에서의 문제점으로는 첫째, 빈곤아동 복지정책의 대상이 주로 절대빈곤아동에게 초점이 맞추어져 있다는 점, 둘째, 희망스타트 사업 지원 대상규모의 제한, 셋째, 아동급식 지원 대상에 대한 명확한 기준이나 조건의 부재, 넷째, 빈곤의 사각지대에 놓여있는 상대적 빈곤아동의 제외 등이다.
빈곤아동 복지정책 지원 프로그램의 문제점은 다음과 같다. 첫째, 대부분의 사업들이 절대빈곤아동을 대상으로 한 사업으로 구성되어 있으며, 상대적 빈곤아동을 위한 다양한 서비스 지원 사업은 매우 부족한 실정이다. 둘째, 지역아동센터 운영사업의 경우 급식제공, 학습지도, 아동 및 부모상담, 사례관리 등의 사회복지 기능적 측면이 제대로 이루어지지 못하는 문제를 안고 있다.
빈곤아동 복지정책 전달체계상의 문제점으로는 첫째, 지역아동센터 시설의 부족, 둘째, 법정 종사자 배치기준 미흡, 셋째, 사회복지 전담 공무원이나 급식전달기관의 인력 부족 등이다.
빈곤아동 복지정책 지원예산의 문제점으로는 첫째, 빈곤아동을 대상으로 한 복지예산의 부족, 둘째, 지역아동센터에 대한 일괄적인 운영비 지원, 셋째, 지방자치단체의 급식예산확보 어려움, 넷째, 희망스타트 사업의 지원예산 부족 등이다.
빈곤아동 복지정책의 실태분석과 외국의 관련 사례 비교분석을 토대로 본 연구에서 제시한 빈곤아동 복지서비스 개선방안은 다음과 같다.
첫째, 빈곤아동 복지정책 지원대상 측면의 개선방안으로는 서비스 수혜대상의 확대, 서비스 수혜대상 선정기준의 완화 등이 이루어져야 할 것이다.
둘째, 빈곤아동 복지정책 프로그램 측면의 개선방안으로는 서비스 프로그램의 전문화 및 다양화, 빈곤가정 자립을 위한 부모참여 프로그램 개발, 빈곤아동 지원 관련 홈페이지 구축 및 운영 등이 이루어져야 할 것이다.
셋째, 빈곤아동 복지정책 전달체계 측면의 개선방안으로는 빈곤아동 지원정책 서비스 전담부서 설치, 부처간 유기적 협력체계 구축, 민간부문과의 유기적 협력시스템 구축, 서비스 전담 인력의 양적·질적 향상, 빈곤아동 지원시설 확충 및 기존 시설의 활용 등이 이루어져야 할 것이다.
넷째, 빈곤아동 복지정책 예산 및 재정측면의 개선방안으로는 빈곤아동 복지정책을 위한 재정지원의 확대, 재정지원의 효율화 등이 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

The children poverty may cause a vicious circle of poverty as it takes off the educational opportunity resulting in lowering the productivity even when they become adult, making it worse to be put in unemployment. Overall and systematic supports for these children are still much needed despite the issue of the necessity and importance of the social support on children is being highlighted and the related discussions are much needed. In this context, this study is to focus on the issues through the fact analysis of the welfare service for poor children while presenting improvement plan of the policy.
To achieve the study objective, a methodology for both literature analysis and case study for comparison was used for this study. In particular, the analysis frame of Gilbert & Specht (1974) was used in order to analyze the welfare policy of poor children more systematically along with in depth analysis of support target for poor children's welfare policy, support program, delivery or communication system and budget and financial conditions.
The study is composed as follows: Chapter 2 continued by the introduction of Chapter 1 suggested the analysis frame of the study through theoretical examination on the welfare policy of poor children and the review of the precedent study. In Chapter 3, it was suggested for the issues through the fact analysis of the welfare policy of poor children. In Chapter 4, it was compared and analyzed based on study models of Head Start in America, Sure Start in England and Fair Start program in Canada to propose implicative points in the policy. In Chapter 5, it was suggested for improvement plan for the welfare policy of poor children based on the above analysis result. In Chapter 6, main points of the study were summarized as the conclusion.
For welfare projects being carried out by the government, there are hope start program, a child patriarch support program, children meal support program, study room for the student of the low income group, children development account (CDA) project, etc. Issues in terms of the welfare service outlined through the fact analysis of the welfare service for poor children are: (1) the welfare policy for poor children is mainly for those children in absolute poverty, (2) limited target support for hope start program, (3) lack of clear standard or conditions for children meal support and (4) children in absolute poverty were excluded.
Key issues in the support program of welfare policy of poor children are as follows: First, most programs are targeted for those children in absolute poverty and so different programs to support relatively poor children are much insufficient. Second, in case of the operation of community child center, it has problems that such social welfare functions as meal service, lesson guidance, consultation of children and parents and case management are not worked properly.
Issues in the welfare policy system for poor children are: (1) insufficient facilities for community child center, (2) lack of standard to deploy legal volunteer and (3) insufficient manpower of meal service organizations or public officers in charge of social welfare.
Issues in the budget to support welfare policy for poor children are: (1) insufficient budget for the welfare targeting poor children, (2) support for the full operation expenses on the community child center, (3) difficulties to get budget for meal service by local government bodies and (4) insufficient budget to support Hope Start program
Improvement plans for the welfare service of poor children presented in this study are as follows based on the comparison and analysis of foreign country cases and the fact analysis on the welfare policy of poor children:
First, for the improvement plan in terms of the target support for welfare policy of poor children, the service benefit target should be expanded while the criteria to select the service benefit target should be ironed out.
Second, for the improvement plan in terms of welfare policy program for poor children, the service program should be specialized and diversified and also parents participation program escaping from poverty family should be developed while the internet home page relating to support of poor children should be established and operated.
Third, for the improvement plan in terms of welfare policy system of poor children, a service department for support of poor children should be established along with the organic cooperation system between concerned departments and such organic cooperation system should also be established with private sectors while expanding the support facilities for poor children with the quantitative and quality improvement of the service manpower and using existing facilities, and so forth.
Fourth, for the improvement plan in terms of the budget and financial support for welfare policy of poor children, the financial support for the welfare policy should be expanded to get the efficient system of the financial support.
