This study reviews how the actual condition of performance evaluation, which has introduced 9 years ago, is being carried out at the education frontline, as well as whether it is considered among teachers a proper evaluation method for its original purpose. In addition, it studies on the problems appeared during the introduction phase, and on the measures for its improvement under present condition.
For this research, a set of questionnaire was distributed to teachers and students in Seoul, Incheon, and Gyunggi Province to examine the actual condition. The purpose of this study is as follows.
First, to review the definition of performance evaluation.
Second, to understand actual condition of performance evaluation of Korean subject.
Third, to diagnose problems with performance evaluation through examples at the education frontline.
Fourth, to find proper measures for the improvement in performance evaluation, which has not been firmly established as evaluation model in middle schools and high schools.
The study shows that performance evaluation of Korean subject is focused on outcome, contrary to its original purpose of process-oriented evaluation and that feedback on the evaluation result was utilized properly. This is caused by excessive number of students per teacher, and lack of method development for performance evaluation.
Most schools are placing weight on performance evaluation for about 20% to 25%, making no distinction among students. In addition, criteria for grading were not clear enough to wipe out the trend of distrust among students and their parents, and mutual evaluation among students and self-evaluation, which could be solutions for these problems were not widely adopted.
Followings could be suggested for a better utilization of performance evaluation.
First, university entrance examination should be improved to reflect the purpose of Korean subject class and that of its evaluation. Current education environment
Second, training for teachers and aid package should be prepared by education authority to develope performance evaluation method and standards.
Third, clear and reasonable measures for performance evaluation should be presented to students.
Forth, constructive efforts of teachers are required to make the standards for performance evaluation to be more systematic.
Thus, the actual condition of the performance evaluation of Korean subject has been examined and suggestion for measures for its improvement. Unfortunately, wider range of schools could not be included for investigation. Besides, schools often carry out performance evaluation which does not correspond to its learning units, and this implies there are numerous points to be improved in performance evaluation of Korean subject. Hereafter, it appears some follow-up research should be followed to make performance evaluation in Korean subject most efficient and effective approach in conformity with its aim of process-oriented evaluation.
