    뉴스가 세상을 비춰주는 거울이라기보다는 세상으로 나 있는 창이라면 독자는 뉴스를 통해서 현실을 구성하게 된다. 이렇게 뉴스를 통해서 구성된 현실의 모습은 국제 뉴스에서는 더욱 실제 현실과 달라질 가능성이 높다. 멀리 떨어진 외국에서 일어난 일을 직접 경험할 수 없는 독자와 시청자로서는 뉴스에 모든 것을 의존하게 되고 뉴스가 실제 현실을 어떻게 가공하고 편집하건 간에 어쩔 수 없이 이를 수용하게 된다. 특히 국가 간 갈등 상황에는 국제 뉴스가 현실을 더욱 심하게 가공하고 편집할 수 있다. 자국의 이익과 이해에 따라 현실의 모습을 좀 더 자의적으로 구성하게 되는 것이다. 그렇다면 이러한 국제 보도의 최전방에서 기사를 작성하고 송고하는 해외특파원들은 이 과정에서 어떤 역할을 할까? 자국의 이익을 위해 자국 정부의 정책을 충실하게 따르고 이에 맞게 기사를 취재 보도하는 것일까? 자신이 주재하는 현지 국가의 이해나 사정에는 신경 쓰지 않고 기계적으로 자국의 이익을 위해 보도하는가? 아니면 자국에 주재하는 것이 아니고 현지에 주재하는 그들의 속성 때문에 보다 현지 사정에 민감해지고 현지 실정을 이해하려고 할까? 자국의 정보원 보다는 현지의 정보원을 더욱 많이 접하기 때문에 현지 국가에 대해 더욱 우호적이 될까?이 문제에 대해 답을 구하는 것이 본 연구의 주요 목적이다. 크게 보아 국제 보도는 국가 이익을 따라간다는 것이 정설이지만 또 한편으로 뉴스에 영향을 미치는 요인을 살펴보면 국가나 이데올로기가 전부는 아니다. 기자 개인의 태도나 신념 그리고 기자가 속한 언론사의 조직, 이념이나 취재 관행도 뉴스에 큰 영향을 미친다. 그렇다면 국제 보도를 담당하는 해외특파원에게 이러한 요인들은 어떻게 작용하여 그들의 기사에 영향을 미칠까하는 것이 주요 연구 문제다. 이러한 요인을 크게 보아 소속 국가의 정책, 소속 언론사의 이념, 그리고 특파원 개인의 태도로 정리할 때 이 세 가지는 어떠한 상호작용을 거쳐 특파원의 기사를 결정하는가. 구체적으로 이런 요인들이 특파원 기사 프레임에 어떤 영향을 미치는가 하는 것이다. 영향을 미친다면 이는 이들 기사의 프레임 구성에 차이로 나타날 것이다. 다시 말해 이들 기사의 지배적 프레임과 하부 프레임이 소속국의 정책, 소속사의 이념 그리고 개인적 태도에 따라 다르게 나타날 것이다.이를 살펴보기 위해 주한 외국특파원을 연구 대상으로 삼았다. 주한 외국특파원은 최근 한국의 빠른 국제화 과정에서 그 중요성이 날로 커지고 있다. 이에 따라 그 규모도 늘고 있고 구성원도 다양해지고 있다. 이들의 주요 관심사는 최근 몇 년간 큰 논란이 되고 있는 북한 핵 문제이기 때문에 이들 특파원의 북한 핵 관련 기사를 분석 대상으로 정했다. 주한 외국특파원 중 가장 왕성한 활동을 펼치고 있는 미국, 영국, 러시아, 일본, 중국의 주요 신문사를 선택했는데 이들 5개국은 모두 북한 핵 문제의 당사자이거나 주요 관련국으로서 이 문제에 대해 각기 서로 다른 입장과 이해를 갖고 있기 때문에 본 연구에 적합하다고 판단했다. 이 5개국 중에서도 미국과 일본의 경우에는 서로 다른 이념을 갖고 있는 신문사를 5개를 포함시켜 총 8개 신문사를 선정했다. 이 8개 신문사 중에서 북한 핵 관련 기사에 가장 큰 영향을 미치는 서울이나 동경 지국장을 최종 분석 대상 특파원으로 정했다. 분석 대상 기사는 핵 위기가 고조되었던 2006년 7월부터 11월까지 이들이 작성한 관련 기사 중에서 주로 핵문제를 다루었던 78개 기사였다.이들 기사의 프레임 분석은 6개의 프레임 장치와 1개의 지배 프레임으로 나누었다. 프레임 장치는 북한 핵 문제에 있어 (1) 상황 규정 (2) 원인 규명 (3) 제시 해법 (4) 뉴스 메이커에 대한 태도 (5) 해결 전망 그리고 (6) 정보원 활용의 차원으로 살펴보았다. 마지막 지배적 프레임은 이를 통해 북한에 대한 포용(engagement) 프레임인가 아니면 봉쇄(containment) 프레임인가 하는 것이다. 프레임 분석이 끝난 다음에는 이들 8명의 특파원과 심층 인터뷰를 실시하여 프레임에 영향을 미친 세 가지 요인, 즉 북한과 북한 핵에 관한 개인적 태도, 소속사 이념, 그리고 소속국 정책에 대해 알아보았다. 아울러 이 세 가지 요인이 어떻게 상호작용하는가도 심층 인터뷰를 통해서 살펴보았다.분석 결과 이들 8개 신문사 특파원의 기사 프레임은 대개 자신이 소속한 국가의 정책을 따라 가는 것으로 나타났다. 지배적 프레임을 볼 때 대북한 입장이 가장 강경한 일본이 가장 강력한 봉쇄적 프레임을 사용했고, 그 다음이 미국, 영국, 러시아, 중국의 순으로 나타나서 북한의 주요 동맹국인 중국이 가장 포용적 프레임을 사용하는 것으로 밝혀졌다. 이를 다시 국가군별로 나눌 때 태평양 해양 세력인 미국과 일본은 전체적으로 봉쇄 프레임을 사용했고, 동북아 대륙 세력인 중국과 러시아는 대체적으로 포용 프레임을 사용했다. 친미 유럽 세력으로 볼 수 있는 영국은 그 중간의 위치에 있었다. 이러한 지배적 프레임을 위해 이들 8명의 특파원은 상황 규정, 문제 원인, 해법 제시, 뉴스 메이커에 대한 태도, 해결 전망, 정보원 활용이라는 프레임 장치를 서로 다르게 사용했다.그러나 소속국의 정책만이 프레임에 영향을 미치는 것은 아니었다. 이들 소속사의 이념 역시 어느 정도 영향을 미쳤는데 특히 미국 언론의 경우 신문사가 진보적일 때는 좀 더 북한에 대해 포용적인 프레임을 사용했고 보수적일 때는 봉쇄적인 프레임을 사용했다. 일본 언론의 경우에는 신문사의 이념이 진보인지 보수인지가 프레임에 큰 영향을 미치지 않았다. 이는 미국 언론과 일본 언론의 다양성의 차이를 나타내 보이는 것으로 판단된다. 다음 특파원 개인의 태도도 영향을 미쳤는데 보다 진보적인 태도를 갖고 있는 특파원의 기사가 보다 포용적이었고 반대로 보수적인 태도는 봉쇄적인 프레임으로 나타났다.결론적으로 소속국의 정책, 소속사의 이념, 특파원의 태도 모두가 프레임과 관계가 있었고 그 관계의 정도는 소속국 정책이 가장 컸고 특파원 태도가 가장 작았다. 이는 해외특파원도 결국은 국제 뉴스 보도에 있어 자국의 이익을 따를 수밖에 없다는 점을 확인시켜 주는 것이다. 특히 한반도와 같이 냉전체제하에 있을 때는 국가이익이 여전히 뉴스프레임에 영향을 미친다. 그러나 회사 내에서 특파원의 자율성이 강할 때는 자신의 태도가 보다 많이 프레임으로 나타났는데 때로는 소속국의 정책이나 소속사의 이념과 다른 프레임을 보여주기도 했다. 그리고 특파원의 자율성은 그들의 전문성과 깊은 관계가 있는 것으로 나타났다. 즉 기자 혹은 특파원 경력 기간이 길고, 현지 언어나 현지 사정에 밝은 특파원일수록 사내 자율성이 높아 적게 간섭을 받는 것으로 나타났다. 이는 결론적으로 해외특파원이 전문화되면 될수록 소속국 정책이나 소속사 이념으로부터 자유롭게 되고 보다 객관적이고 균형 잡힌 보도를 할 수 있게 된다는 점을 시사한다. 이는 보다 바람직한 국제 보도를 위해 한 가지 고무적인 발견이라 할 수 있다.

    If news is a window to the world, rather than a mirror of the world, readers construct reality through news. This reality constructed by news can be far different from the real world when it deals with foreign countries. Because they cannot experience things that are happening in far foreign countries, readers have to rely on and accept foreign news even if it is highly edited and manufactured. Particularly when conflicts occur among countries, foreign news can arbitrarily construct reality based on national interests. The question is then as the frontline gatekeeper of foreign news, what kind of role foreign correspondents play in this process? Do they faithfully follow their governments’ policies for their national interests? Do they totally disregard the interests of their host nations? Or are they more sensitive and sympathetic to the situation of their host nations where they are stationed? Are they more favorable to the host nations because they depend more on local news sources?The main purpose of this study is to answer these questions. Generally speaking, foreign news follows national interests. But on the other hand, national policy or interest is not the only factor affecting news. Individual journalists’ attitudes and the ideologies and routines of their news organizations also affect news contents. In the case of foreign correspondents dealing with international news, how these factors affect their news coverage? The main research question then is how these three main factors -national policies, media ideologies and individual attitudes -affect their news coverage. If these factors indeed affect their news coverage, this will result in differences in their news frames. In other words, the dominant and secondary frames of their articles will vary, depending upon their national policies, media ideologies and individual attitudes.To answer these questions, this thesis studied foreign correspondents in Korea. Foreign correspondents in Korea have recently become much more important than before as Korea undergoes fast globalization. Their number is increasing, while their composition is diversifying. Because their main focus in recent years has been North Korea’s nuclear program, their stories on the topic were analyzed. Of foreign media active in Korea, newspapers from five nations -the U.S., the U.K., Russia, Japan and China- were selected because these nations had either high stakes on keen interests in the issue. They fit this study’s purpose well because the five nations all had different positions and policies toward the issue. Of the five nations, the U.S. and Japan were analyzed with several ideologically different newspapers, for a total of eight newspapers. Of these eight newspapers’ correspondents in Korea, only Seoul or Tokyo bureau chiefs were chosen because of their importance. Their 78 news articles on North Korea’s nuclear program from July 2006 through November 2006 were finally selected because the nuclear crisis peaked during the period.In analyzing the articles, the frames were divided into one dominant and six secondary frames. The six secondary frames include (1) the definition of situation, (2) the identification of causes, (3) the recommendation of remedies, (4) attitude toward news makers, (5) future outlook, and (6) the use of news sources. Based on these secondary frames, the final dominant frame was decided -- either engagement, neutral or containment. After the frame analysis, in-depth interviews with the eight correspondents were carried out to find out how the above mentioned three factors affected their frames. The interviews were also used to determine how these three factors interacted.According to the frame analysis, the eight correspondents’ news frames generally followed their national policies. In regard to the dominant frame, Japan was most harsh with containment frames, followed by the U.S., the U.K., Russia and China. As a major ally to North Korea, China used most engaging frames. To detect clearer differences, the five nations were then divided into three groups -the marine force of the U.S. and Japan, the continental force of China and Russia and the European force of the U.K. The marine force heavily used containment frames and the continental force engagement frames. The European force was in the middle. To present their dominant frames, the eight correspondents used different secondary frames.But national policies were not the only factor affecting the frames. The ideologies of their newspaper also affected the frames to a lesser degree. In the U.S., more liberal newspaper used more engaging frames and more conservative paper used more containing frames. But in Japan, ideological differences among newspapers didn’t result in differences in news frames. This difference between U.S. and Japanese newspapers is seen as deriving from difference in diversity of newspaper opinions in the two nations. On the next level, correspondents’ attitudes also affected the frames to a lesser degree. Those with liberal attitudes had more engaging frames, while those with conservative attitudes had more containing frames.In conclusion, national policies, organizational ideologies and individual attitudes all affected news frames and in that order. This confirms the view that foreign correspondents also have to follow national interests in covering news. But those correspondents who had more autonomy within their newspapers had more say in their frames. They were more prone to defy their newspapers’ ideologies or governments’ policies. And their autonomy was closely related to their professionalism. Those with longer journalism or correspondent experience and with better knowledge of local language or culture were found to have greater autonomy in their newspapers and, hence, more say in their news frames. This implies that as foreign correspondents become more professional, they can be freer from the influence of their national policies or organizational ideologies and exercise more objective and balanced journalism. This could be seen as one positive finding of this study for international news coverage.

Their 78 news articles on North Korea’s nuclear program from July 2006 through November 2006 were finally selected because the nuclear crisis peaked during the period.In analyzing the articles, the frames were divided into one dominant and six secondary frames. The six secondary frames include (1) the definition of situation, (2) the identification of causes, (3) the recommendation of remedies, (4) attitude toward news makers, (5) future outlook, and (6) the use of news sources. Based on these secondary frames, the final dominant frame was decided -- either engagement, neutral or containment. After the frame analysis, in-depth interviews with the eight correspondents were carried out to find out how the above mentioned three factors affected their frames. The interviews were also used to determine how these three factors interacted.According to the frame analysis, the eight correspondents’ news frames generally followed their national policies. In regard to the dominant frame, Japan was most harsh with containment frames, followed by the U.S., the U.K., Russia and China. As a major ally to North Korea, China used most engaging frames. To detect clearer differences, the five nations were then divided into three groups -the marine force of the U.S. and Japan, the continental force of China and Russia and the European force of the U.K. The marine force heavily used containment frames and the continental force engagement frames. The European force was in the middle. To present their dominant frames, the eight correspondents used different secondary frames.But national policies were not the only factor affecting the frames. The ideologies of their newspaper also affected the frames to a lesser degree. In the U.S., more liberal newspaper used more engaging frames and more conservative paper used more containing frames. But in Japan, ideological differences among newspapers didn’t result in differences in news frames. This difference between U.S. and Japanese newspapers is seen as deriving from difference in diversity of newspaper opinions in the two nations. On the next level, correspondents’ attitudes also affected the frames to a lesser degree. Those with liberal attitudes had more engaging frames, while those with conservative attitudes had more containing frames.In conclusion, national policies, organizational ideologies and individual attitudes all affected news frames and in that order. This confirms the view that foreign correspondents also have to follow national interests in covering news. But those correspondents who had more autonomy within their newspapers had more say in their frames. They were more prone to defy their newspapers’ ideologies or governments’ policies. And their autonomy was closely related to their professionalism. Those with longer journalism or correspondent experience and with better knowledge of local language or culture were found to have greater autonomy in their newspapers and, hence, more say in their news frames. This implies that as foreign correspondents become more professional, they can be freer from the influence of their national policies or organizational ideologies and exercise more objective and balanced journalism. This could be seen as one positive finding of this study for international news coverage.
