      This study is based on the data which is collected by investigating the actual condition of IEP and interviewing ten teachers who work at elementary school for handicapped children.
      The purpose of this study is that analysis the actual condition of IEP(individual education plan)'s conduction and look for a better plan. The result of the study is following. First, the conclusion which is came out by personal conversation about the actual condition of IEP's conduction is following.
      Even if the Committee of IEP makes some forms for IEP, it excludes the teachers who are the main body in IEP and is formally taken place once a year. At new semester, the teachers have to plan the IEP in 30days however the education about this is not helpful but formal so the teachers present a problem in planning.
      The most important thing in investigation into the children is the type of handicap and the other things in investigation are the basic data about them, pre-education experience, taking medicine, state of health and present performance. How to investigate into the children are personal interview, to refer to the previous year IEP and the result of all kinds of tests, researching and so on.
      Many teachers responded that the object of IEP is well achieved but some teachers said it is difficult to achieve the object of IEP because the assessment is incorrect. When teachers plan the IEP, the number of students is 4 or 6.
      To plan the IEP, it is necessary to include the basic date about the children. And the other things has to include are long or short term goal, present performance, the parent's idea and curriculum.
      When teachers plan the IEP, they use instruments of education and materials for teaching but these instruments and materials are insufficient except some subject. Most teachers make instruments and materials by themselves using computer. The assessment of IEP is carried out by teacher's observation.
      If teachers carry out the IEP, it can encourage children to study hardly because children have a sense of achievement when they success in their study and it also improve children's ability of social adjust. The IEP is adjusted as occasion demands (monthly or after first semester) but some teachers say it is difficult to adjust the IEP because it's too formal.
      Secondly, problems and improvements of IEP are following.
      In following case, it can have difficulty in carrying out the IEP. : when teacher set up the children's present performance too high, when the teaching-learning method is not suitable to the children, when there is no permanently feed-back or training, when children don't effort to study or training, when teachers don't effort because of school event and other works, when there is no connection between school and home.
      To plan the IEP efficiently, it is necessary to simplify the IEP's forms, to arrange the instruments of education and materials for teaching which can be use in instruction and to improvement the managerial regulation which exclude the teachers of committee.
