델파이 기술예측의 타당성과 신뢰성 분석에 관한 연구 = (A) study on the analysis of validity and reliability of the delphi forecasting in Korea

국문 초록 (Abstract)

예측의 가치는 그 결과의 유용성, 즉 의사결정을 위한 정보제공에 있다. 본 연구는 과학기술정책연구원(STEPI)에서 1994년에 수행한 「제1회 과학기술예측조사」의 ‘정보․전자․통신’과 ‘생명공학’ 분야를 대상으로 첫째, 예측결과의 정밀도 즉 신뢰성을 분석하고, 둘째, 예측과제의 실현여부를 조사하여, 예측의 정확도 즉 타당성을 평가한다. 마지막으로 타당성과 신뢰성의 상관관계를 분석하여, 델파이 기술예측의 발전방향을 모색한다.

다국어 초록 (Multilingual Abstract)

Forecasts play specific roles in improving the quality of decision making. The Delphi is a popular technique for forecasting based on the opinions of experts, which has existed for over half a century. It is important to know how valid and reliable the technique can be. This study reviews and evaluates accuracy and precision of the Delphi, especially in the area of IT and BT of Korea. The relationship between its accuracy and precision is also discussed. Results from this study lend support to the use of the Delphi with regard to the general issues of its utility.
