초등학교는 교육과정 중에서도 가장 기초가 되는 교육의 장소이다. 또한 초등학교는 지역사회의 기초단위가 되는 근린주구의 중심시설로써 교육용도 뿐만 아니라 지역사회의 커뮤니티 시설로서의 활용 기능이 높은 특징을 가지고 있다. 그러나 그동안의 초등학교는 지역사회가 접근하기 어려운 건축형태로 전개되어왔으며, 그로 인하여 지역사회와의 연계가 축소되는 과정을 밟아왔다. 하지만 향후 미래사회가 요구하는 학교는 학생들의 학습공간이라는 전제를 넘어 지역주민의 다양한 교육적 욕구를 충족시키고 지역사회의 커뮤니티 시설로서의 변화가 요구되었다.
또한 최근의 지식기반 사회의 진입에 따른 평생교육의 요구는 누구든지 어디서든 원하는 교육을 받을 수 있는 열린 교육사회⋅평생학습 사회로의 사회적, 제도적 변화를 요구 하고 있다.
이 같은 지역민들의 학교시설에 대한 시대적 상황의 변화와 지역사회의 의식변화에 따라 초등학교가 지역사회의 중심 시설로서의 역할을 수행하기위한 초등학교의 복합화는 최근의 정부의 민간투자방식의 사회제반 시설 설립 취지와 맞물려 급속도로 복합화 사업이 진행되고 있다.
초등학교의 지역사회개방 이라고 하는 패러다임의 변화를 통해 교육시설을 학생들의 학습공간이라는 기존의 개념에서 지역주민의 다양한 사회적, 문화적 요구를 충족시킬 수 있는 지역사회의 문화・복지시설로 확대시켰으며, 시설계획에 있어서도 많은 변화를 요구하고 있는 실정이다.
이에 따라 본 연구에서는 현재 완공되어 사용되고 있는 복합화 초등학교의 사례연구를 통해 시설복합화의 현황과 그 유형을 파악함으로써 추후 지역사회를 위한 초등학교 복합화 시설 계획시 효율성을 높이기 위한 방법을 알아본다. 또한 초등학교시설을 계획함에 있어 사회적 변화에 부응하고 다양한 교육과정 및 교수⋅학습활동을 수용하며 미래의 교육환경 변화에도 효과적으로 대응할 수 있는 초등학교 복합화 시설 계획시 고려해야할 주안점에 대하여 제시하고자 한다.
본 연구는 이러한 초등학교 복합화의 방향을 제안하기 위해 다음과 같은 과정으로 연구를 진행하였다.
1장은 서론으로서 본 연구를 실행하게 된 목적 및 연구 방법과 각 장별 연구 진행 방법에 대하여 설명하였다.
2장은 이론적 고찰로서 지역사회의 요구에 따라 초등학교가 지역사회의 중심 시설화 되어야 한다는 전제 아래 교육여건의 변화추이에 따른 초등학교 시설의 변화를 알아보고 향후 초등학교의 변화 모형을 예측을 통하여 지역사회의 요구를 수용 가능한 초등학교시설 복합화의 가능성을 고찰해본다.
도출된 가능성을 바탕으로 해외 사례에서 보여 지는 복합화의 발생과 흐름의 변화 분석을 통해 국내 실정에 맞는 시설 복합화의 각론적 요소와 학교시설 중 개방가능 실을 알아보고 3장의 사례분석을 위한 틀을 마련하였다.
3장은 초등학교 시설 복합화에 관한 사례연구로서 1996년 이후 개축 혹은 신축되어진 국내 초등학교 20개교를 바탕으로 분석대상 초등학교의 배치, 시설구성, 동선유형의 비교 분석을 통해 나타난 각 유형별 특징 및 장, 단점을 파악하였다. 또한 도출된 유형분류 안에서 대표적 집중연구 유형을 선정해 초등학교 복합화의 문제점과 계획적 해결 방안을 고찰한다.
4장은 3장에서 다루어진 분석의 내용을 토대로 향후 초등학교 시설의 복합화 계획시 건축 계획적 방향을 제안하고 기존의 학교시설과 복합화 시설의 연계성을 고려한 각 기능별 모형을 제시하였다.
4장 마지막으로 복합화시설의 건립시행 방안을 고찰하였다.
5장은 전술한 과정으로 진행한 본 연구의 결론을 기술하였다.
본 연구자는 위와 같은 연구의 진행결과 다음과 같은 결론을 도출해 낼 수 있었다.
(1) 지역사회 중심시설로서의 초등학교 복합화의 가능성은 지역사회의 의식변화, 문화 복지시설의 부족 등의 복합화 필요성을 토대로 그 가능성을 파악 할 수 있다. 초등학교가 가지는 특성으로 지역 중심적 위치, 공간적 특성, 시설⋅기능적 특성, 시설 이용 시간적 특성 등이 있으며 특성을 고려해 볼때 지역사회에 개방이 가능한 초등학교 시설 복합화가 충분히 가능하다고 판단된다.
(2) 조사대상 사례초등학교 중 복합화 시설이 교사동과 분리된 배치 분리형의 경우 학교가 교육여건의 변화요구에 대응하기위해 시설을 증축한 것으로 분석되며, 아직까지는 학생중심의 편향된 시설의 계획으로 이해할 수 있으며 지역사회를 위한 충분한 여건 고려가 이루어지지 않은 실정이다. 이에 복합화 사업시행 초등학교는 지역주민에 대한 평생교육의 장이라는 관점에서 지역사회의 요구에 대응하는 다양한 시설을 고려한 충분한 계획이 이루어 져야한다.
(3) 조사대상학교의 내부 동선유형의 경우 조사대상 학교 중 9개 학교가 동선 일체형 혹은 동선 교차형으로 나타났다. 동선이 겹치는 경우 소음, 시각적 혼란, 학습 능률저하 등의 문제가 나타남으로 각 영역간의 층돌을 방지하고 효율적 관리를 위한 문의 설치와 셔터의 설치, 안내 표시등을 이용하여 영역을 구분하고, 지역 주민과 학생간의 시간대별 시설 이용계획과 같은 프로그램도 고려해야 한다. 또한 이용자의 변화에 따른 가변적 공간의 구성계획도 고려해야한다.
(4) 조사대상 초등학교의 50%에 해당하는 (배치분리BF-다중시설MF-동선분리CS) 학교가 배치 분리형의 복합화 시설 즉, 교사동과 복합화시설이 별동으로 분리된 시설을 운영하는 것으로 나타났다. 이는 복합화 방법으로 교지 내 복합화시설을 증축하는 형태로 분석할 수 있으며 배치 분리형 복합화 유형의 경우 시설 상에 동선혼란에 대한 문제와 시설 이용적 측면 시설 접근성의 문제 등에서 문제가 가장 적은 형태라는 것을 알 수 있었다.
(5) 복합화 시설의 효율적인 관리를 위하여 외부 이용객을 대상으로 일부의 수익사업이 필요하며 시설 계획시 주민 적극적인 참여를 통한 건립계획의 진행이 필요하다.
(6) 건축계획의 방향으로서 복합화 초등학교 대표유형 분석을 바탕으로 시설 복합화 계획시 고려해야할 방안을 제시하면 다음과 같다.
 배치 : 복합화 시설의 배치는 지역사회의 도시적 구성이나 주변의 여건과 관련되도록 계획하고, 건물의 매스형태 구성이나 1층 부분의 필로티 처리 등을 통해 지역사회 간 시각적 공간적 연계성을 높이도록 유도하며 지역사회와의 단절을 최소화하는 노력이필요하다. 이는 학교담장의 제거 교지 내 녹지공간설치 등으로 해결이 가능하며 또한 복합화 개방시설은 다양한 이용객의 요구를 즉각적으로 수용할 수 있도록 가변적 공간의 구성과 증⋅개축이 유리하도록 건축적 계획이 필요하다.
 공간구성 : 복합화 시설의 공간구성은 각 시설 부분이 기능적인 제휴를 통해 각각의 기능을 충분히 발휘할 수가 있도록 시설 상호관계를 충분히 고려해야 한다. 각 시설이 필요로 하는 기능을 충분히 분석해, 시설간 서로 균형을 이루는 이용 계획 아래 공용시설의 집중화, 실의 위치 등을 고려해야 한다. 복합화 시설의 관리영역은 중앙부에 위치하여 학생의 보호가 용이하고 개방영역의 관리가 용이하도록 하며, 지역민전용 이용 출입구를 통한 이용시설 등에 접근하게 계획하여야 한다.
 설치 시설 선정 : 복합화 시설 선정은 지역적 특수성과 주 이용계층에 따라 선정하여야 한다. 무엇보다 중요한 것은 학생이나 외부 이용객의 사용에 구분을 두지 않고 한쪽 계층의 이용성에 편향되지 않도록 계획하여야 하며 복합화 시설의 효율적 관리를 위하여 지역민들을 대상으로한 일부 수익사업의 계획도 포함하도록 한다.
 접근유도방식 : 복합화 시설의 계획 시 지역민과 학생과의 주 출입구를 분리하고 교지면적의 여유가 있는 경우 지역민들의 접근성향상을 위해서 복합화 시설 주변에 주차시설을 확보하는 것이 바람직하다. 또한 방과 후 시간에 지역주민의 이용이 용의하도록 교문가까이에 배치하거나 전면도로에 근접하는 등 시설의 기능에 따라 적절한 배치구성이 되도록 한다.
 내부 접근체계 : 복합화 시설과 교사동의 동선은 브릿지, 지상통로를 연결하여 학생들의 활용성을 높여주고 복합화 시설과 학생 전용공간에 사이한 접점이나 학생과 지역주민의 동선이 겹치는 부분에는 홀, 광장, 휴게 공간 등의 버퍼존을 설치하여 공간적으로 구분하여 각 이용자 간의 간섭을 최소화 한다.
본 연구는 지역사회의 중심시설로서 복합화 초등학교의 공간구성 형태에 대해 다양한 방법으로 유형을 하고자 하였으며 적극적 시설 개방을 고려한 초등학교 복합화 시설 개선을 위한 기초적 자료를 제시하고자 하였다.
새로운 교육시스템, 지역사회의 요구 그리고 이에 따른 초등학교 복합화 시설의 변화와 발전 못지않게 중요한 것은 시설의 사용자 즉, 지역민들과 교사 학생의 적극적인 활용 일 것이다. 이상의 교육과정, 교육시스템, 교육시설, 그리고 이용객들의 인식이 총체적으로 서로 연동되어 변화 발전해야만 우리나라의 초등교육의 진정한 발전이 이룩될 것으로 생각된다.

Elementary schools are facilities for providing the most basic education in the curriculum. They can also be used as community centers for the benefit of neighborhood as well as for lifelong education. However, elementary schools have been developed into an architectural form which makes the local community difficult to approach. As a result, a relationship with the local community has been poor. However, future schools should also be able to meet various educational needs of local residents, in addition to a learning space for students.
In the advent of recent knowledge-based society, a high demand for lifelong education requires the changes of society and system for an open educational environment.
With the changes in time and local residents' perception about school facilities, projects for community use of elementary schools is progressing rapidly as the Korean government actively promotes private investments in the projects.
Through a paradigm shift toward opening elementary schools to local community use, a narrow concept of educational facilities as students' learning space has been expanded, and include the concept of the cultural and welfare facilities of local community in order to satisfy various social and cultural needs of local residents. This has led to changes in the planning of facilities.
Accordingly, this study is conducted to analyze currently operating community-use elementary schools to find out about the current condition of mixed-use facilities, and the types of mixed-use facilities will be derived from the analysis. In addition, a more effective method of planning mixed-use elementary schools is investigated. By incorporating various educational curricula and teaching/learning activities, major points, which should be considered when planning elementary schools, will be suggested to effectively respond to the changes of educational environment in the future.
To propose a direction for the future development of such elementary schools, this research was proceeded as follows:
In Chapter 1, the purpose and the research methods of this study are described.
In Chapter 2, under an assumption that elementary schools should be the center of community to meet the demands of local community, the changes in elementary schools are investigated in terms of the changing educational conditions. By deriving a future model of elementary schools, mixed-use elementary schools that can accommodate the needs of local community are investigated.
From the analysis of mixed-use schools in foreign countries, the detailed elements of mixed-use schools suitable for Korea and the rooms of school facilities, which can be open, are investigated, and a framework for the case analysis in Chapter 3 is prepared.
In Chapter 3, based on 20 elementary schools built or remodeled since 1996, a comparative analysis is conducted in terms of arrangement, facility composition, and traffic flow type. The characteristics of each type, as well as advantages and disadvantages, are discussed. Additionally, representative types for intensive research are selected from a derived type classification, and the problems and planning of elementary schools are investigated.
In Chapter 4, based on the results of analysis from Chapter 3, a direction for planning mixed-use elementary schools is suggested, and each functional model is proposed by considering a relation between existing schools and community-use schools.
A proposal for constructing mixed-use facilities is also considered.
In Chapter 5, the conclusions of this study are presented as follows:
(1) The need for mixed-use elementary schools as community centers can be checked based on the changes in community awareness and a shortage of cultural/welfare facilities. As for the characteristics of elementary schools, there are location, spatial characteristics, facility/functional characteristics, and the time of facility use. Considering the characteristics, there seems to be sufficient need for mixed-use elementary schools.
(2) Among the elementary schools under study, if mixed-use facilities are arranged separately from learning facilities, it can be considered that more facilities are added to existing buildings to accommodate the changes in educational conditions. This reflects that student-centered planning is still more prevalent than considering the needs of community. Therefore, when planning mixed-use elementary schools, the use for lifelong education should be considered. Various facilities should be planned to reflect the needs of local community.
(3) In terms of interior traffic flow type, 9 schools out of the schools under study showed a unificated traffic flow type or a cross traffic flow type. When traffic overlaps, problems of noise, visual distraction, and decreased learning performance can appear. To prevent conflict between areas and to manage areas effectively, each area should be differentiated by installing doors and shutters and by marking guides, and the facility use by community residents and students should also be scheduled separately to avoid time conflict. In addition, to accommodate the changes of users, flexible space planning options should be considered.
(4) Among the elementary schools under study, 50% of them are found to operate mixed-use facilities of a separate block plan - multi functional facility - Separated Circulation, which means the school facilities and the mixed-use facilities are operated separately. This is a mixed-use type, which adds mixed-use facilities to the existing facilities. This type will have the least problems of traffic confusion and poor facility accessibility.
(5) To effectively manage mixed-use facilities, it should charge fees to outside users to generate profits, and encourage active community participation when planning such facilities.
(6) As for the direction of architectural planning, the following proposals are suggested based on the analysis of community-use elementary schools:
 Arrangement: An arrangement of mixed-use facilities should be planned in relation with the structure of community or the environment of neighborhood. By utilizing the mass structuring of buildings or a pilotis design for the first floor or by removing fences around the schools or by placing more green space within schools, it needs to increase a visual and spatial relationship with local community, and minimize spatial separation from community. In addition, to accommodate the needs of various users and to make the addition or renovation of buildings easier, flexible spatial composition should be planned for mixed-use open facilities.
 Spatial Composition: The spatial composition of mixed-use facilities should be planned to maximize the function of each facility considering an interrelationship among facilities. By fully analyzing a necessary function of each facility, the centralization of common-use facilities and the location of rooms should be planned carefully to facilitate balanced use of facilities. The control area of facilities should be located in the central area to protect students easily and to control open area efficiently. Also, a dedicated entrance for community residents should be planned to provide easy accessibility to facilities.
 Selection of Facilities Being Installed: The selection of mixed-use facilities should be made depending on local characteristics and main users. The most important factor to consider when planning the facilities is to facilitate the balanced use of facilities by all users, without differentiating students from outside users. To effectively manage and maintain such facilities, profit-making businesses for community residents should also be included.
 Accessibility Facilitating Method: When planning mixed-use facilities, main entrances for students and community residents should be separated. If there is enough school space, it is desirable to secure parking space around the mixed-use facilities to improve the accessibility of community residents. In addition, to facilitate community use after school hours, parking space can be allocated near the school entrance, or flexibly planned depending on the function of facilities.
 Interior Access System: By connecting mixed-use facilities and school facilities with bridges or overpass passages, the use of students should be increased. At a contact point between mixed-use facilities and student-dedicated space, or at an traffic-flow overlapping area between students and community residents, a buffer zone, such as halls, open space, or resting space should be placed to separate spaces and to minimize interference among users.
This study is conducted to formulate various spatial compositions for mixed-use elementary schools in order to use them as community centers.
Besides a new educational system, the needs of local community, and the changes and development of mixed-use elementary schools, the most important thing of all will be the active use of elementary school facilities by users, such as community residents, teachers or students. When educational curriculum, educational system, educational facility, and the awareness of users jointly develop as a whole, the genuine development of Korean elementary schools will be achieved.
