The purpose of this study is to evaluate the awareness and use of childcare leave system that is being practiced in the public sector and to identify ways in which the childcare leave system can be improved. For the purpose of the study, “A Study on the Awareness of Childcare Leave System” was conducted with 500 public officials employed at Pohang City Hall, district office, and village offices as subjects of study, and results of data analysis using frequency analysis, cross tabulation analysis, and chi square test are as follows.
First, basic awareness of the childcare leave system was high, but knowledge in duration of childcare leave, its legal sanctions, and recognition of consecutive years of service and other details was found to be low.
Second, when conditions of use of the childcare leave system is examined, only 4.4% of study subjects had used the childcare leave system and showed a lukewarm response to the possibility of using the system again in the future.
Third, in the area of ways for improving the childcare system, majority of respondents replied that guarantee of replacement manpower, prohibition of HR disadvantage, and guarantee of employment are “extremely important”.
Also, women than men, those of younger age bracket than the older age bracket, those married than unmarried, and those of dual income families than single income families had higher level of knowledge in ways for improvement of the childcare leave system.
Based on the results of this study on the awareness of childcare leave system, the following proposals can be made for its stimulation and settlement.
First, education and PR on the childcare leave system must be strengthened.
Continuous PR activities must be conducted so that all employees have proper knowledge of all facts pertaining to the childcare leave system including pay during leave, duration of leave, legal sanctions for non implementation of the system, duration of continuous service.
Second, legal guarantee for allowing use of the childcare leave system must be strengthened.
Guarantee of replacement manpower must precede through system support, and coverage of work responsibilities of the employee on leave should be guaranteed through upward adjustment of payroll of coworkers sharing the additional duties in order to increase the use of childcare leave system.
Third, practical ways for settlement of the childcare leave system must continuously be prepared. In order for proper implementation of legislation pertaining to childcare leave, strict management and supervision must be practiced, and in addition to expansion of encouragement policies such as childcare leave pay and childcare leave aid, development of government’s multi faceted and long term support must be continued. Therefore, it is hoped that such efforts will settle down the childcare leave system through providing working parents with the opportunity and the ability to raise their children first hand, which in turn will contribute to the development of our society and nation.
