홈스쿨링의 교육정책 의제설정 과정 분석 = (The)analysis on the process of educational policy agenda setting in homeschooling

(Abstract)

The purpose of the study is to analyze and present the process of homeschooling policy agenda setting, based on the model of educational policy agenda setting. For achieving the purpose, the study includes the following research contents.
First, it analyzes and presents the process of Korean homeschooling through the analysis of the model and process of educational policy agenda setting. Second, for analyzing the process of educational policy agenda setting of Korean homeschooling, it analyzes and presents the process of American homeschooling being performed by law by the step of the process of agenda setting, and draws the suggestions necessary for the process of educational policy of homeschooling. Third, it explores main factors which influence the process of agenda setting of Korean homeschooling based on the model of educational policy agenda setting. Fourth, it presents the policy suggestions necessary to be settled homeschooling systematically as an alternative of public education.
For analyzing the process of educational policy agenda setting of homeschooling, the study uses the research framework such as the four steps of policy agenda setting(introduction of policy problems, definition of policy problems, diffusion of policy problems, entry of policy problems).
The results of the study are as the followings. First, American educational policy on homeschooling was legalized in all fifty states through the step of entry. Second, Korean educational policy on homeschooling was in the step of diffusion. Homeschooling is likely to be a possible system for applying as a alternative of public education. The study discusses and presents the systematic ways of homeschooling.
