Kim Dae-Jung government, 'Government of People', had inspected whether our society has maintained poor welfare system with the reform to overcome IMF financial crisis in 1997 and had recognised a necessary of new policy strategies.
The limited national welfare system which bestow favor on the low-level people and the intervention of uniformity-social welfare policy should drive with individually and selectively on the ground of a consumer
A service involvement welfare transmit system was desired because confrontation-subject who has various ability should co-operate to solve the social problem by complex reason.
Many local policy had discussed with Local Assembly Election in 1991 and the beginning of Local self-government in 1995, in addition to, expanded the discussion of reorganization of welfare transmit system by local society on the social welfare part and detail method. The many study on supply of social welfare service inside and outside of country are show local society has positive-potential energy as unit of social welfare service.
Local society not only understands the local people's desire exactly and re-acts sensitively but also makes local people participate in government easily and promote the local society's welfare of capacity as potential unit to sufficient for people's desire.
In the change of welfare-surrounding and in the discussion, the community welfare association began to discuss. And The assertion Community welfare association should be consisted and operated is more emphasized as local social unit for conference and network. Community welfare association example-projects had been progressing 15cities on the nation from 2001 to 2002. After that, the model was more complemented and commercial welfare association was established and operated obligatorily with revision of Social welfare Low on 2003.
The study is to research welfare in the local society, community welfare association of organization and function as a view of network and analyze the progress of local welfare plan, founding, result for 1 year and then find out the improvement method to promote local social welfare.
