The business of caring for young children has been developed through social environmental changes, which have created a rise in demand for caring services. The spread of married women's social participation has resulted in the rise in the demand of caring services. Therefore, there has been an increase in caring facilities for the parents using these facilities and the expansion of the facilities of caring service for young children in significant quantity. The issue of the degree that caring services satisfy the needs of the parents using caring facilities, has been made.
This study appreciated the current caring service satisfaction from the standpoint of parents. It analysed the difference in parents' satisfaction based on evaluating authentication of caring facilities and the types of facilities which have not been authenticated. The survey consisted of 401 parents whose young children go to the evaluation authentication facilities and the facilities which have not been authenticated. Both of these are located in Busan city, using 'satisfaction of caring environment' 'satisfaction of operation management' 'satisfaction of facilities and the quality of caring teachers' 'satisfaction of health and nutrition' 'satisfaction of caring activities' 'satisfaction of interaction with caring teachers' 'satisfaction of cooperation with family and community' in which an appraisal authentication index of 2006 caring facilities had been reconstructed into seven areas. This was done in order to find out the parents' satisfaction of caring services of the authentication evaluation facilities, and not authenticated facilities.
The results indicated that the caring facilities which had appraisal authentication, made higher marks than those which did not have appraisal authentication, in every respect of service satisfaction. However, in both facilities, the parents' satisfaction in the environment of the caring room, the availability of safety facilities, the safety of the bus service, the proper operation of the facilities, the speciality and inner-qualification of teachers, the properness of health check-ups and treatment, the keeping of a first-aid kit, the variety of caring contents, and seeing young children without prejudice, gave higher marks than that of satisfaction of different items. It leaves something to be desired regarding the lack of playgrounds, acceptance of complaints or comments, the teachers' medical treatment, the reflection of individual desire between meals and snacks, the variety of textbooks, the proper use of science books, liberal questions, and utilization of the regional resources.
Especially, through regular meetings with parents and education, it has expanded to the family-supporting program which consists of caring services, and the result vividly shows us that the future of caring services will not only develop young children in becoming more rounded individuals, but also provide them with general services involving those towards parents and the exchange in the local community. Eventually it is developing as a productive welfare business, for the promotion of young children, women, family welfare and local community at the same time.
Using this research as a basis, the caring facilities appraisal authentication system has been introduced as a useful system. It provides a momentum to improve the expertise of the employees in these caring facilities. The follow-up research for a better alternative policy for improving the caring service in quality, which will be propelled to help appraisal authentication to be generalized, should be continued.
