This research studies how the workers in the Community Child Care Center has implemented case management and what factors have an effect on this. For this research, the workers in 92 Community Child Care Centers who were registered in. Seoul were questioned and the SPSS 12.0/WIN program was used to analyze the result.
This research adopted the model which divides the independent variable into three dimensions : the characteristic of worker, the characteristic of working environment and the characteristics related to children and institutions. The dependent variable is the implementation degree of case management and is divided into the stage of intake, assessment, service plan, intervention, reassessment and evaluation. This research then studies how the independent variable affects the implementation degree of case management.
The result was that the higher the client-centered inclination and attitude is and the higher the director's scholarship is, and the better the training in the institution is carried out and the stronger the relationship between communities is, and the lower the worker's scholarship is and the lighter the burden of work is, the higher the implementation degree of case management is. Based on this result, this research proposed the following implications.
First, this research verified that the implementation degree of case management in the Community Child Care Center is relatively low. Some efforts, therefore, should be made to level up the implementation of case management, especially of the stage for service plan and reassessment.
Second, this research verified that the training for the workers has not carried out successfully. The training system for the workers, therefore, should be established to practice the integrated child-care service in the Community Child Care Center, especially case management.
Third, this research verified that the heavier the burden of work is, the lower the implementation degree of case management is. The recruitment and supply of workers, therefore, should be expanded and the unnecessary executive procedure in the papers submitted to the government should be reduced in order to lower the burden of work.
Fourth, this research verified that the most influential factor on the implementation of case management is the client-centered inclination and attitude of workers.
Fifth, this research verified that the role of the director is crucial in the Community Child Care Center. The training and intervention for the director, therefore, should be made.
Sixth, this research verified that the stronger the relationship between communities is, the better the implementation of case management is. Some counterplans, therefore, should be proposed to publicize the Community Child Care Center and to connect the resources of the communities and to work together.
