This study assesses real estate policies and analysis their effects on housing prices through impulse response function analysis by calculating the duration of the Impulse response. The methodology of this study used the VAR model for AHP and impulse response function analysis in order to find out the weighted value. For AHP, after evaluation of weighted values through survey analysis, these values were used to calculate the strength of each real estate policy. Also impulse response function analysis was done by carrying out unit root test, Granger casuality test and cointegration test, accompanied by determination of an appropriate time frame and calculation of resulting values through the VAR model. The results of this study show that the relief measures on housing construction regulations taken into effect due November 12th, 1998 showed the highest degree of strength for housing price increases, while the real estate policy reform of August 31st, 2005 showed the strongest influence on housing price decreases. The impulse response function analysis, which is the main objective of this study, showed that the plan for the construction of 2 million new housing facilities announced on September of 1998 had the longest impulse response duration. Yet most real-estate policies showed no signs of impulse response, revealing that real-estate policies have little or no effect on housing prices. This study uses the apartment complexes of the 25 Gu's of Seoul as the spatial boundary. But the study has its limits in that it did not analyze in detail the Gangnam area, which is the main origin of housing price increases. Therefore there is a need to separate the Gangnam and non-Gangnam areas in order to more accurately derive the duration of impulse responses.
