북한 내부문서를 통해서 본 북한사회 분석 및 연구 = A study and analysis on the North Korean society reflected in its internal documents

국문 초록 (Abstract)

일본과 한국은 1965년 일·한 조약에 의해서 국교 정상화가 이루어졌으나 한반도의 또 다른 국가 북한과는 아직도 국교정상화가 실현되지 않고 있는 상태이다. 최근 일본 외교정책의 목표 중 하나가 북한과의 ·국교 정상화·이다.
2002년 9월 17일에 고이즈미 총리가 북한을 방문해서 김정일 국방위원장와 만난 역사적인 회담을 계기로 일본의 여론은 북한에 대한 관심이 고조되고 있다.
앞으로 일본이 북한과 국교정상화를 진전시키고 북한을 연구·이해하기 위해서는 북한에 직접 방문하여 자료를 수집하고 조사 하는 것이 가장 좋겠지만, 현재 북한으로의 입국은 쉽지 않다. 그리고 북한이 공표하는 자료나 선전물의 수도 많지 않다. 그러나 세계 각국의 연구자들은 이러한 자료라도 수집하고자 노력하고 있다.
일본에서는 조총련이라는 조직을 통해서 북한에 관한 정보를 입수할 수 있다. 하지만 북한이 대외적으로 공표하는 선전매체물에 한정되어 있다.
이런 상황에서 최근 2~3년 사이에 중국과 북한의 국경지대에서는 북한인민들이 중국에 있는 조선족 무역 상인들에게 「당내에 한함」이라고 기록된 인쇄물을 판매해 오고 있다.
본인은 이러한 비밀 인쇄물을 입수하여 이를 북한의 내부문서라고 정했다. 이 내부문서는 북한정부가 대외에 공표하지 않는 매우 귀중한 자료이다. 따라서 북한의 정치·경제·사회 상황을 보다 종합적으로 분석·이해하기 위해서는 이러한 내부문서를 분석하는 것이 필요하다.
본론에서는 우선 제1장에서 연구의 목적과 방법 및 범위에 대하여 설명하고, 제2장에서는 내부문서에 대한 정의와 유형 그리고 내부문서의 신빙성에 대하여 설명한다.
그리고 제3장과 제4장에서는 이러한 내부문서 중에서 북한의 경제와 사회를 이해하는데 있어서 지극히 귀중하다고 생각되는 두 개의 내부문서를 소개한다. 제3장에서는 북한의 경제구조를 크게 변화시킨 2002년 7월 1일의 이른바 ·7·1경제관리 개선조치·를 전인민에게 알린 내부문서 「가격과 생활비를 전반적으로 디시 제정한 국가적조치에 대한 리해를 바로 가질데 대하여」（평양：조선로동당출판사, 2002)를 분석한다. 그리고 제4장에서는 북한사회에 있어서 ·주민의 의식 고조의 변화와 이러한 현상에 대해서 북한 당국이 어떻게 대처하고 있을까·를 적은 「자본주의사상문화적침투를 짓부시기 위한 투쟁을 강도높이 벌릴데 대하여」（평양：조선로동당출판사,2002)를 분석한다.
결론적으로 북한을 연구하고 이해하기 위해서는 북한에 직접 가서 조사하고 연구 대상이 되는 관련 자료를 수집하는 것이 가장 바람직한 방법이지만 자유로운 조사나 자료수집이 불가능한 실정이다.
따라서 북한 연구는 북한이 발행하고 있는 신문이나 서류와 같은 인쇄물 등을 통하여 연구하는 것이 주요한 수단이 되고 있다. 본 논문에서는 북한의 내부문건과 최근 탈북자들의 증언을 참고하여 북한의 실태를 보다 더 명확하게 규명하고자 하였다. 그러나 내부문서를 통하여 북한의 정치·경제·사회를 연구하는 방법은 본인이 처음으로 시도한 것이고 선행연구도 없어서 분석방법의 객관성 및 정교성이 보완되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

In 1965, Japan and South Korea settled normalization. However, the other part of the Korean peninsula, North Korea, is yet to settle doctrine. Recently, Japan has unique diplomatic policies to normalize the diplomatic relations with North Korea.
In September 17th, 2002, prime minister Koizumi visited North Korea and met the North Korean leader Kim Jung Il. This historical meeting was significant. From this, the Japanese public opinion started to pay more attention towards North Korea. However, it is hard for the Japanese to learn more about North Korea because they cannot freely visit North Korea or collect local data due to the restrictions on entering North Korea.
Through the JoChongNyeon (the pro North Korean residents' league in Japan), the Japanese are accessible to some information, but it is still restricted to the North Korean propaganda or printed media that was published in North Korea. On the contrary, there are numbers of North Korean people who are selling "Within the party only" documents to the Korean Chinese near the Chinese boader.
I collected these "internal use only" documents and named these as "Internal documents". These "Internal documents" are extremely valuable because the North Korean government does not publicize these information. Therefore, in order to analyze and understand the North Korean politics, economy and society, analyzing the "Internal documents" is needed.
In this paper, chapter one explains definition, type, and authenticity of the "Internal documents". The chapter two sorted the collected "Internal documents" and characterize it according to the Kim Jung Il's diplomatic stategics, North Korean economy, society and etc.
In the following chapters, two extremely valuable "Internal documents" are introduced to understand the North Korean economy and society.
In the third chapter, the internal document, "To have the right understanding of national measure which offered new price and living expense"(Pyung Yang : ChosunNodongDang publishing company, 2002) is analyzed. This document reveals "7-1 economical reform" which charged the current economical structure in 2002 July 1.
In the fourth chapter, "About severe fights to wipe out invasion of capitalism into the culture" is analyzed. It talks about changed awareness of the North korean people and how the government deals with it.
In conclusion, the best way to understand and analyze North Korea is directly visiting North Korea to collect information. However, Japan does not have the normalized diplomatic relations with North Korea yet, so it is impossible to visit North Korea freely. Also the current closed North Korean society restricts the foreign researchers from collecting information.
Therefore, the research on North Korea mainly focuses on documents that was published in North Korea such as printed advertisement and newspapers. But the information from the North Korean refugees improves the understanding of the reality in North Korea.
The future research task is to improve the objectivity of analyzing method. Researching through the "Internal document" is first to be tried by me and the objectivity of it is not necessarily fair because it has not preceded.
