The purpose of this study is to improve the juvenile volunteer activities, which are inefficiently being operated due to failing to be activated in the face of now being introduced the system that reflects in a record by scoring the hours of juvenile volunteer activities, and failing to offer an effective plan.
Accordingly, it was examined the theories on a concept and the characteristics of juvenile volunteer activities, the necessity of juvenile volunteer activities, and the tendency of foreign countries, and it was researched in a bid to grasp the problems of juvenile volunteer activities by surveying and analyzing the recognition and the present status about volunteer activities targeting students who are now participating in volunteer activities, and to seek for a plan aiming at the efficient operation of education and program in line with the present situation, and for the improvement plans in the institutional aspect that supports this.
The following are the main problems of juvenile volunteer activities, which were examined through this study.
First, it can be raised the problems in the recognition and in the attitude toward juvenile volunteer activities.
Second, the preparatory education or the evaluation meeting for the juvenile volunteer activities are failing to be rightly attained, and it is failing to be provided the diversely volunteer-activity programs suitable for adolescents' needs and aptitude.
Third, it is failing to be attained the systematic interest and support due to the lack of recognition and the burden of duties in school teachers, and to the absence of a teacher exclusively in charge within a school.
Fourth, it is failing to be attained the understanding and the cooperation between a school and an institution related to volunteer activities, and failing to be rightly attained the connection between each of service institutions, thereby showing the confusion in mutual business and in exclusive-responsibility manpower management.
In a bid to improve and activate the above problems, this researcher aims to present the plans as follows.
First, it needs to be improved the recognition of juvenile volunteer activities.
A school, a service-related institution, or a group needs to conduct the thoroughly post-evaluation and the steady re-education even after being finished the volunteer activities, as well as carrying out the education about the wholly volunteer activities in advance so that students can recognize the volunteer activities to be meaningfully social activity, not the formal activity, prior to being started the volunteer activities.
Also, families, schools, persons in charge of institutions related to volunteer activities, and further the whole society, as well as students, will need to newly recognize the necessity and a meaning of volunteer activities, thus it will need to be recognized and guided its significance as the learning indispensably necessary for students' growth process, other than the existing formal progress.
Second, it needs to be arranged a policy aiming to practice a significance of the service learning.
It needs to be prepared a long-term intervention plan in a bid to be offered an opportunity of actually feeling the community problems by directly going to a practical field, and of seeking for solutions, as well as being educated a method of volunteer activities and, the benefits and others that can be obtained through volunteer work, together with the education about what a real meaning of volunteer work is, by including the volunteer activities in the regularly school curriculum, with the government having an interest, not the approach to the special-activity program in addition to regular instruction.
Third, it needs to be attained the institutional support necessary for juvenile volunteer activities.
As the juvenile volunteer activities come to be mandatory, the number of volunteers is gradually increasing, on the other hand, it is a situation that our society is insufficient in the preparation as yet for offering a meaningfully volunteer activities to all of adolescents, and for helping in the educational dimension. Accordingly, it will need to be distributed the exclusive-responsibility manpower, by each school, who can supply diverse information to adolescents, and to allow a more specialized role to be performed by arranging a constant training toward teachers in charge of volunteer activities, and the properly compensation system.
Fourth, it is required the management in juvenile volunteer activities and the improvement in the operating system.
It was indicated that most students obtain information necessary for the service activity from schools, friends, or surrounding people. Consequently, it will need to be built the internet information network centering on the juvenile volunteer centers where are distributed to each region, and to be able to be collected and offered the comprehensive information on juvenile volunteer, and it will need to allow this information to be integratively utilized through the connection between schools and service-related institutions, as well as adolescents.
As above, it was examined the problems of juvenile volunteer activities, and presented the improvement plans for activation. Aiming at the vitalization in juvenile volunteer activities, the whole of parents, teachers, community, and further the nation as well as adolescents, will need to recognize the rightful understanding and its necessity in volunteer activities, thus the positive participation will need to be attained.
