The purpose of this study is to improve the juvenile volunteer activities, which are inefficiently being operated due to failing to be activated in the face of now being introduced the system that reflects in a record by scoring the hours of juvenile volunteer activities, and failing to offer an effective plan.
Accordingly, it was examined the theories on a concept and the characteristics of juvenile volunteer activities, the necessity of juvenile volunteer activities, and the tendency of foreign countries, and it was researched in a bid to grasp the problems of juvenile volunteer activities by surveying and analyzing the recognition and the present status about volunteer activities targeting students who are now participating in volunteer activities, and to seek for a plan aiming at the efficient operation of education and program in line with the present situation, and for the improvement plans in the institutional aspect that supports this.
The following are the main problems of juvenile volunteer activities, which were examined through this study.
First, it can be raised the problems in the recognition and in the attitude toward juvenile volunteer activities.
Second, the preparatory education or the evaluation meeting for the juvenile volunteer activities are failing to be rightly attained, and it is failing to be provided the diversely volunteer-activity programs suitable for adolescents' needs and aptitude.
Third, it is failing to be attained the systematic interest and support due to the lack of recognition and the burden of duties in school teachers, and to the absence of a teacher exclusively in charge within a school.
Fourth, it is failing to be attained the understanding and the cooperation between a school and an institution related to volunteer activities, and failing to be rightly attained the connection between each of service institutions, thereby showing the confusion in mutual business and in exclusive-responsibility manpower management.
In a bid to improve and activate the above problems, this researcher aims to present the plans as follows.
First, it needs to be improved the recognition of juvenile volunteer activities.
A school, a service-related institution, or a group needs to conduct the thoroughly post-evaluation and the steady re-education even after being finished the volunteer activities, as well as carrying out the education about the wholly volunteer activities in advance so that students can recognize the volunteer activities to be meaningfully social activity, not the formal activity, prior to being started the volunteer activities.
Also, families, schools, persons in charge of institutions related to volunteer activities, and further the whole society, as well as students, will need to newly recognize the necessity and a meaning of volunteer activities, thus it will need to be recognized and guided its significance as the learning indispensably necessary for students' growth process, other than the existing formal progress.
Second, it needs to be arranged a policy aiming to practice a significance of the service learning.
It needs to be prepared a long-term intervention plan in a bid to be offered an opportunity of actually feeling the community problems by directly going to a practical field, and of seeking for solutions, as well as being educated a method of volunteer activities and, the benefits and others that can be obtained through volunteer work, together with the education about what a real meaning of volunteer work is, by including the volunteer activities in the regularly school curriculum, with the government having an interest, not the approach to the special-activity program in addition to regular instruction.
Third, it needs to be attained the institutional support necessary for juvenile volunteer activities.
As the juvenile volunteer activities come to be mandatory, the number of volunteers is gradually increasing, on the other hand, it is a situation that our society is insufficient in the preparation as yet for offering a meaningfully volunteer activities to all of adolescents, and for helping in the educational dimension. Accordingly, it will need to be distributed the exclusive-responsibility manpower, by each school, who can supply diverse information to adolescents, and to allow a more specialized role to be performed by arranging a constant training toward teachers in charge of volunteer activities, and the properly compensation system.
Fourth, it is required the management in juvenile volunteer activities and the improvement in the operating system.
It was indicated that most students obtain information necessary for the service activity from schools, friends, or surrounding people. Consequently, it will need to be built the internet information network centering on the juvenile volunteer centers where are distributed to each region, and to be able to be collected and offered the comprehensive information on juvenile volunteer, and it will need to allow this information to be integratively utilized through the connection between schools and service-related institutions, as well as adolescents.
As above, it was examined the problems of juvenile volunteer activities, and presented the improvement plans for activation. Aiming at the vitalization in juvenile volunteer activities, the whole of parents, teachers, community, and further the nation as well as adolescents, will need to recognize the rightful understanding and its necessity in volunteer activities, thus the positive participation will need to be attained.

국문 초록 (Abstract)

본 연구는 현재 청소년들의 봉사활동 시간을 점수화하여 성적에 반영하는 제도를 도입하고 있음에도 불구하고 활성화되지 못하여 비효율적으로 운영되고 있는 청소년자원봉사활동을 개선하고 효율적인 방안을 제시하는데 그 목적이 있다.
따라서 청소년자원봉사활동의 개념 및 특성, 청소년자원봉사활동의 필요성, 외국의 동향 등에 관한 이론들을 살펴보았고, 현재 봉사활동에 참여하고 있는 학생들을 대상으로 봉사활동에 관한 인식과 실태를 조사·분석함으로써 청소년자원봉사활동의 문제점을 파악하고, 현 실정에 맞는 교육 및 프로그램의 효율적인 운영방안과 이를 뒷받침해주는 제도적인 측면의 개선방안들을 모색해 보고자 연구되었다.
본 연구를 통해 살펴본 청소년자원봉사활동의 주요 문제점은 다음과 같다.
첫째, 자원봉사활동에 관한 인식 및 태도의 문제점을 들 수 있다.
둘째, 청소년자원봉사활동을 위한 사전교육이나 평가회가 제대로 이루어지지 않고, 청소년들의 욕구나 적성에 맞는 다양한 봉사활동 프로그램이 제공되지 못하고 있다.
셋째, 학교교사들의 인식부족과 업무부담, 학교 내 전담교사의 부재 등으로 인하여 체계적인 관심과 지원이 이루어지지 않고 있다.
넷째, 학교와 봉사활동 관련 기관과의 이해 및 협조가 이루어지지 않고 있으며, 각각의 봉사기관간의 연계가 제대로 이루어지지 않아 서로의 사업 및 전담인력관리에 혼선을 보이고 있다.
이상과 같은 문제점을 개선하고 활성화하기 위해서 본 연구자는 다음과 같은 방안들을 제시하고자 한다.
첫째, 청소년자원봉사활동에 관한 인식이 개선되어야 한다.
학교나 봉사관련기관이나 단체는 봉사활동을 시작하기에 앞서 학생들이 자원봉사가 형식적인 활동이 아니라 의미 있는 사회활동임을 인식하도록 사전에 전반적인 자원봉사활동에 대한 교육을 실시함은 무론 봉사활동이 끝난 후에도 철저한 사후평가와 지속적인 재교육을 실시하여야 한다.
또한 학생 뿐 아니라 가족, 학교, 교사, 자원봉사 관련기관 담당자, 나아가서는 사회전체가 자원봉사에 대한 필요성과 의미를 새로이 인식하여, 기존의 형식적인 진행이 아니라 학생들의 성장과정에 반드시 필요한 학습으로 그 의미를 인식하고 지도해야 할 것이다.
둘째, 봉사학습의 의미를 실천하기 위한 정책이 마련되어야 한다.
자원봉사활동을 정규수업 이외의 특별활동프로그램으로의 접근이 아닌 국가에서 관심을 가지고 정규 학교교육과정에 포함하여 자원봉사의 진정한 의미가 무엇인지에 대한 교육과 함께 자원봉사활동의 방법 및 자원봉사를 통해 얻을 수 있는 이익 등을 교육하는 것 뿐 아니라 직접 실천현장에 나가 지역사회의 문제를 피부로 느끼고 해결책을 모색해 보는 기회를 제공하도록 하는 장기적인 개입계획을 마련하여야 한다.
셋째, 청소년자원봉사활동에 필요한 제도적 뒷받침이 이루어져야 한다.
청소년자원봉사활동이 의무화됨에 따라 점차 자원봉사자의 수는 늘어나고 있는 반면 아직까지 우리사회는 청소년 모두에게 의미 있는 자원봉사활동을 제공하거나 교육적 차원에서 도와줄 준비가 미흡한 상황이다. 따라서 각 학교별로 청소년들에게 다양한 정보를 제공해 줄 수 있는 전담인력을 배치하도록 하여야 할 것이고, 지속적으로 자원봉사활동을 담당하는 교사들에 대한 연수와 적절한 보상제도를 마련하여 보다 전문화된 역할을 수행하도록 하여야 할 것이다.
넷째, 청소년자원봉사활동의 관리 및 운영체제의 개선이 요구된다.
대부분의 학생들은 봉사활동에 필요한 정보를 학교나 친구 또는 주변 사람들로부터 얻는 것으로 나타났다. 따라서 각 지역에 배치되어 있는 청소년자원봉사센터를 중심으로 인터넷 정보망을 구축하고, 청소년자원봉사에 관한 종합적인 정보를 수집하여 제공할 수 있도록 하여야 할 것이며, 이러한 정보들은 청소년은 물론 학교와 봉사관련기관들과의 연계를 통하여 통합적으로 활용될 수 있도록 하여야 할 것이다.
이상과 같이 청소년자원봉사활동의 문제점을 살펴보고, 활성화를 위한 개선방안을 제시하였다. 청소년자원봉사활동의 활성화를 위해서는 청소년뿐 아니라 학부모, 교사, 지역사회, 나아가 국가 전체가 자원봉사활동의 올바른 이해와 그 필요성에 대해 인식하고 적극적인 참여가 이루어져야 할 것이다.
