    ABSTRACT


    A Study on the Operation and Improvement
    of Adolescents?f Shelters in Korea

    Adolescents?f runaway is associated with individuals, school, social environment, etc., so there must be changes in service and protection system for runaway adolescents along with the change of perception on runaway adolescents.
    One of major service systems for runaway adolescents is adolescents?f shelter, and most of adolescents?f shelters in operation provide short?]term service, protecting adolescents for 3~6 months. However, the single?]linear service delivery system cannot meet various needs of runaway adolescents, and we need a new approach.
    Thus, the present study conducted literature review using previous researches on adolescent protection facilities since the National Youth Commission launched in 2005 and existing materials on runaway adolescents?f shelters, and collected opinions of field workers through telephone interviews concerning the operation of adolescents?f shelters and points to be improved in the operation.
    Current adolescents?f shelters in operation are mostly located in large cities or small/medium cities, so are highly accessible to runaway adolescents. However, because they are different from one another in size and operation pattern, there should be standards for the number of beds, counseling room, kitchen, etc. and the structure and operation of facilities should be improved in response to the diversified types of adolescents?f runaway and runaway adolescents?f desires.
    The budgets of adolescents?f shelters were supported by the central or local government or self?]supported, and the cost of operating adolescents?f shelters varied according to area and operator. In order to improve the quality of service for runaway adolescents, the government?fs financial support should be expanded and adolescents?f shelters also plan strategies to raise funds by themselves.
    Although the duration of adolescents?f runaway is getting longer, recurrence rate is rising, and runaway adolescents?f desires are also being diversified, programs and services provided by adolescents?f shelters are all single?]linear and uniform.
    To solve this problem, short?]term shelters, which are the most common type of adolescents?f shelters, should be specialized into temporary shelters (with the function of a drop?]in center) providing services such as outreach, campaign and information service, short?]term shelters doing protection, classification/ connection and transfer, conversion?]type shelters providing long?]term protection service and helping adolescents set a direction for independence, family?]type shelters helping adolescents adjust themselves to school, a job training center or a workplace for independence, self?]support?]type shelters providing a stable residence until the adolescents who begin independent life can prepare a space by themselves, and treatment?]type shelters protecting adolescents who need special care and treatment, etc.
    To provide efficient support to all clients including runaway adolescents in need of help, there should be a systematic service delivery system. Adolescents?f shelters should make efforts to improve their service quality in cooperation with relevant organizations in the community, and provide services suitable for the characteristics and desires of runaway adolescents jointly with adolescent support centers as well as with other shelters of different functions.
    To remove difficulties in runaway adolescents?f use of shelters, it is essential to operate a homepage, which is quite familiar to adolescents the Internet generation, and register shelters?f telephone numbers under the organization names for 114 inquiry so that runaway adolescents can use the telephone easily.
    It has been pointed out that the administration system of runaway adolescents?f shelters is inefficient due to its low?]level information management system. To overcome the problem, Korean Adolescents?f Shelters Association began to distribute and use the administration support system from December 2005, but currently the system needs to be improved. In addition, by reducing unnecessary works through standardizing and computerizing documents and forms as in the system of counseling centers, adolescents?f shelters should concentrate its services on runaway adolescents, which is the original purpose of the facilities.
