The purpose of this study was to search for measures for activating effective in-school instructional supervision by investigating and analyzing the realities and problems in the in-school instructional supervision, and teachers' request, which are being performed now in elementary schools. To achieve this purpose, this study set research problems as follows.
First, how actually does the in-school instructional supervision practice in elementary schools ?
Second, what are problems related to the in-school instructional supervision in elementary schools?
Third, how can we activate the practice of the in-school instructional supervision in elementary schools?
To solve these research problems, this study widely distributed questionnaire targeting 550 teachers who are working at public elementary schools located in the Jeollanamdo and Gwangju Metropolitan city, collected 473 copies, and analyzed 437 copies, which are available for data processing among them. As for the processing of materials collected, aiming to examine whether there is difference in recognition on the realities of instructional supervision, problems related to instructional supervision, and measures for activating instructional supervision, which are recognized by respondents depending on teachers' background variables (gender, job position, career, school scale, and school location), it carried out MANOVA by using SPSS 12.0 program.
The findings of this investigation are as follows. First, teachers' recognition on the realities of instructional supervision showed the positive response more than being ordinary. Teachers working at schools with the scale of being less than 6 classes, showed more positive response in a role and guidance of a person in charge of supervision, and in the atmosphere of instructional supervision, than teachers working at schools with middle and large scale of being more than 7 classes. Also, teachers working in remote islands and Eup-and-Myeon regions were relatively recognizing more positively in a role and guidance of a person in charge of supervision, and in the atmosphere and preparatory factor for instructional supervision, than teachers working in the region of a city.
Second, as for problems related to in-school instructional supervision, teachers recognized that there is a problem more than being ordinary in factors such as leadership and attitude of a person in charge of supervision, the form in instructional supervision and teachers' attitude and intention, burden of duties, and a given condition of instructional supervision. Teachers with low career of being less than 10 years showed the highly critical mind on the insufficiency of a given condition in instructional supervision, compared to teachers with lots of careers of being more than 11 years. And, teachers working in the region of cities had a higher critical mind on the leadership and attitude of a person in charge of supervision, the form in instructional supervision, and the establishment and practice in a plan for instructional supervision, than teachers working at schools in remote islands or in eup-and-myeon regions.
Third, as a result of analyzing teachers' responses to activating in-school instructional supervision, all the teachers were sympathizing in the need to be activated in-school instructional supervision in elementary schools more than now. Particularly, compared to teachers with career of being more than 20 years, teachers with low career of being less than 10 years showed strongly the need to be activated instructional supervision through selecting a method of instructional supervision and converting a guidance method.
In light of the research results above, aiming to be activated in-school instructional supervision in elementary schools, it will need to be formed the personnel and physical conditions in instructional supervision while enhancing competence and professionalism of persons in charge of instructional supervision, which become the basis of in-school instructional supervision. Based on this, it will need to be proceeded with developing into the customized optional supervision depending on need, ability and career in teachers, into the cooperative professional development with peer teachers who have professionalism in curriculum, and into the self-supervision that proceeds with improving the self-teaching with being self-directed.
