警察活動에 대한 住民의 信賴度에 관한 硏究 = (A)study on the reliability of the citizen toward a police action

The police activities have been progressing respectively in accordance with every cultural trait and the difference in national consciousness. The police all over the world have been devising a variety of means in order to change the police serving on the basis of the public confidence, not the police keeping serveillance and suppressing from the police activities which are nothing but means to stay in power to the police activities which have a direct effect on qualities of the national life. As a result, this study deals with an evaluation on the public confidence rating and means to enhance the confidence rating of police activities. The demographical analysis of the public confidence rating shows as follows:
Firstly, the public general confidence rating on the police activities has been showing high numerical value of 3.3458 per 5. This result is equal to the 66.76% average value during a period of 5 years that 'the survey of the national satisfaction rating on the police administration' is carried into effect by the Gallup poll every year.
Secondly, according to sex, women have a 3.3560 higher confidence on the police activities as compared with men. In accordance with age, the confidence rating shows twenties, forties, under twenties, thirties, and fifties respectively in order. Depending on occupations, professional careers show a high confidence rating while the first industry such as agriculture a low confidence rating. According to an academic background and monthly income, the confidence rating and quantities have correlation. In accordance with residential districts, metropolitan cities shows a high confidence rating and a municipality, cities, and counties follow metropolitan cities.
Thirdly, according to the experience of contact with the police, the public who have experience in contact with the police have a high confidence while the public who don't have. This result is contrary to the report of the National Police Agency. As a result, the public confidence rating on the police activities shows differently depending on a demographical characteristic.
Lastly, on the assumption that four absolute variables affect the confidence rating of the police general activities, it goes to show that all of the valuables have an effect on the confidence rating of dependant variables in consequence of multiple regression. The variable which has the greatest effect on the confidence rating of the police activities is an activity of crime confrontation and is accompanied by an activity of services and an activity of crime prevention. It proves that crime prevention has little effect on the public understanding and the focus is on the suppression ex post facto of an activity of crime confrontation.
On the basis of these results, this study presents means to increase the public confidence rating on the police general activities as follows;
First, the most important thing of the police activities is an activity of crime prevention. However, the analysis shows that it does not win public trust. Therefore, this study presents the necessities of public cooperation programs in which the public work together with the police, a custom-made patrol activity applying the CRM theory and a enlarged operation of a police academy for juveniles. These could promote public understanding of the police activities, an effect of crime prevention in the daily life, and a solution of the rapidly increased demand for the public peace.
Second, it is that a video recording system for investigation testimony, an ombudsman system for investigation, and an activation system for voluntary investigation are presented for the activity of crime prevention which holds the most consequence to an increase of the confidence rating of the police activities. These systems have already taken effect in the prosecutory authority or the police; however, these must be going into effect in order to change the former Korean police image and increase the confidence rating higher.
Third, it is necessary to enlarge a regional service which is carried out with residents to improve public trust rating and the image of the police activities. In order for the regional service, it requires the close relational maintenance of residents and the police through the enlargement of services for public welfare, concern like silver safety guards for residents and the solitary aged who are influenced by crimes, and physical exercises performed with residents and programs for prevention of sex assault.
Last, it needs the introduction of the order maintenance and management system winning public trust to increase the residents' confidence rating on the police activities. The order maintenance and management system is completed by the establishment of Police-Line, a fair evidence collection management and enforcement of congregations and demonstrations of inspection so that demonstrators and the police can get rid of misunderstanding and a lot of changes for the cultural establishment of peaceful congregations and demonstrations will be offered.
While this study presents residents' confidence rating and means for improvement in the police activities in order that the police are reevaluated as the ones for the public, it shows limitations as follows;
First of all, a matter noticed is that the police activities selected as absolute variables are limited to an activity of crime prevention, an activity of crime confrontation, an activity of services and an activity of order maintenance so that the traffic police activity is ruled out. Furthermore, contrary to the purpose that residents' confidence rating about the police activities is estimated in the general sphere of the police activities, it shows insufficiency of sampling figures and the distribution imbalance of the ratio of regions and age. Besides, the places for the means of surveys are also limited to the special districts of Seoul(Seoul Station, the Express Bus terminal) so that it exposes a limit of sampling.
However, as mentioned above, primary factors which affect the confidence rating on the police activities are shown as an activity of crime confrontation, an activity of services, an activity of the order maintenance, and an activity of the crime prevention in order. This means the public are discontented with the public peace rather than they have understanding of the importance of crime prevention we have already known, that is, Korean police do not won public trust from the public on crime confrontation which is a police primary duty and crime confrontation does not affect the confidence rating even though it has the most effect. Furthermore, it would be explained that the public want the police to serve them in an activity of services.
It is expected that a variety of surveys in which methods to increase the confidence rating on the police are suggested are continued taking this study though the public confidence rating on the police activities is estimated as over 60%.
