平生敎育權에 관한 硏究 : 비교법적 관점에서 = A study on the life-long education on the constitution

다국어 초록 (Multilingual Abstract)

Education is the process og life which has been continued since the human history and is achieved through the life. The word has rapidly changed not to the stagnation and the form but to the world of variation and substance. We shoud have a positive attitude to accept all around situation and to prepare for informational era.
Scientific discoveries and socio-cultural changes in modern society have resulted in the radical expansion of knowledge and technology, the requirement for which goes beyond the period of schooling. It may involve a life-long process of learning.
Life -long education in modern meaning has been developed in relation to the adult education and the conception of it bagan to take concrete shape by Lengrand in 1965. In Korea, it was first stated at "Seminar on life-long education" in 1973, and was generalized with legislation concerning life-long education in 1980.
Education is no longer limited to school education, and it is quite necessary to develop non-formal education systems. The development of life-long education requires efforts to be directed not only breaking through the barriers of school education but also giving coherence to the many scattered non-formal educational programs with a final view to promoting the socialization of education and turning society in its entirety into a field of learning. Life-long education is not confined to adult education but it encompasses and unifies all stages of education - pre-primary, primary, secondary and so forth. Thus it seeks to view education in its totality all.
In the view of the life-long education, all human beings should be taught for their whole life and present educational system which is only provided in the specific period must be changed. The new kind of education which has the aspects of the life-long education that offers necessary education to anybody at anytime for the life should be accomplished as soon as possible.
Howeverm the orientation of the life-long education is openness and flexibility in the educational system. Therefore, in the face of life-long education period, we have to make and open and flexible educational system. The system provides all the ordinary people with learning life which helps them come true their characteristic and talents at most the democratically-ruling social structure, which manages the educational system should be established to bring the purpose that makes each person have his/her happy life into effect. The system of lifelong education is a clearly new social one.
