범죄예방을 위한 CCTV의 활용방안에 관한 연구 = A Study on the Effective Usage of CCTV for Crime Prevention

The CCTV surveillance system due to a factor of civilization has been used as diverse forms in many social fields for its convenience. Also the use of CCTV has been getting increased in crime prevention part. However, as well as its convenience the voic eof worrying about the side effect like an invasion of the human rights has been getting higher. Therefore, I tried to search for the method not only to maximize the dffectiveness of CCTV systems on crime prevention but also to minimize the side effect of it through this research.
I has put an emphasis on the inquiries of domestic and foreign literatures of CCTV in this research and examined the example that the Kangnam police station has originally used the CCTV surceillance system for crime prevention in the Domestic.
The chapter 2 looked into the presence and effects of CCTV cameras with mostly foreign cases of the United Kingdom, France, German, Jaoan etc., which take the lead in making use of CCTV systems.
The chapter 3 contained a case of CCTV operation within the jurisdiction of the Kangnam police station. The introduction of CCTV was motivated in oder to control the matters of crime in Nonhyon area. Kangnam gu which felony crimes had been frequently occurred in. Cameras had been installed in five places in Dec. 2002 by way of showing an example. Operated for a year, CCTV has produced the great result that the big five crimes such as homicide, robbery, rape, larceny, violence were diminished by 36.5%, and particularly, robbery and lareny were reduced by 40.5%. Kangnnam police station and kangnam-gu office are planning to install around 372 cameras by the end of 2004 including of 330 cameras to be set up within the whole area of Kangnam-gu in the first half of the same year and handle the problems of crime with CCTV.
The problem related to using CCTV and the plans to settle it. The problem is that CCTV system is apprehended to encroach on the constitutional personal rights such as photographing by CCTV, the right of a portrait concerning the storage and usage of the records, the secret and freedom in personal life, the right of personal life, the right of personal Human Rights Commission of personal rights to the chairman and the minister of MoGAHA in May 2004.
The chaper 4 in conclusion, synthetically considering the results of running CCTV in advanced countries and the Kangnam area, various internal and international polls, the recent aspects of crime, and the previous researches, expectations of the effect on preventing crimes and enhancing resident's safety are even bigger thean worries about sied effects caused by the installment of CCTV.
Consequently, the authorities to be responsible for public peace would have to concentrate on keeping the people's safety through the way to operating CCTV systems in the areas of occurring crimes frequently or being apprehended with it. They seem desired to run parallel with arranging a law and a system in order not to happen reactions fro CCTV abuses.
