    This study was mainly designed to analyse dissociation between reality and law based on observing of the present conditions and barriers, when the child care leave system is used focusing on the public sectors such as government employees and teachers. For this purpose, this study has investigated awareness, actual usage, barriers and improvement contents on the child care leave system.
    Using the data collected from 230 teachers and government employees live in GyeongNam, this study came to the conclusion.
    After analyzing data, data shows that most of the respondents cognize overall contents of the child care leave system and agreed on income during their child care leave is not suitable. And survey shows only 6.2% of the respondents have used this system, however they didn't use legal guaranteed contents.
    Most of married working women responded they have experienced like difficulties on carrier development, an abandonment or modification of living plan, a hindrance of employment or promotion because of their children. So they believed that birth of child and raising a child have influenced on women's employment.
    According to a survey, there are several stops or reconsideration from women workers to use child care leave system. They are financial problems, burden of their coworker's duty increasement, relatives are available to take care of their children, work place's atmosphere, and so on.
    Survey result also shows that different occupation expects different types of need. For example, teachers responded that financial problem was the most important deciding child care leave factor and in government employee's cases, burden of their coworker's duty increasement, work place's atmosphere, being without precedent in history were the most important deciding factor not to use the child care leave system. But both teachers and government employees groups didn't worry about reappointing job after their child care leave.
    Based of the findings, this study suggests what is need to be done to reinforce the child care leave. Firstly, it needs improvement on grant requisite and the guarantee of income, part-time child care leave while they are on leave and a program to help a business adaptation after their leave. Secondly, System needs to have guarantee on treating substitute staff-members properly and support improvement of employers and coworkers recognizing. And also there shouldn't be any disadvantage on promotion or any other problem when workers are on child care leave. Thirdly, government needs to encourage and support this system more, so that women workers treated properly since they deserve to treat properly.
