국제 테러범죄 관련 공항 보안검색 효율화 방안 연구 : 인천국제공항 중심으로 = (A) study for the efficient airport security checks against international terrorism

국문 초록 (Abstract)

우리나라에서는 동북아 최대 HUB공항을 목표로 2001. 3. 29 인천국제공항을 개항하였다. 현재 인천국제공항은 시설 및 여객 수송과 물류 수송에 있어서 세계 일류공항으로 손색이 없다.오늘날 인천국제공항과 같은 세계 일류 국제공항들은 세계를 점점 하나로 묶으면서 각국의 국익과 이미지 쇄신을 위해서 앞 다퉈 경쟁하고 있다. 이처럼 국제공항의 역할이 커지면서 세계 국제범죄자들도 국제적으로 파급효과가 큰 테러범죄를 국제공항과 관련하여 저지르고 있는 것 또한 안타까운 현실이다.세계테러의 정황(情況)을 살펴볼 때 우리 인천국제공항도 결코 국제범죄의 안전지대가 아니라는 것은 우리 모두가 주지하고 있는 사실이다. 미국에서는 테러단체에 의하여 2001. 9. 11일 테러가 발생하였다. 이 테러사태가 미국 국민을 분노시켰고, 곧이어 미국은 이에 대한 보복으로 아프가니스탄 및 이라크와 전쟁을 시작하였다. 미국의 우방인 우리나라도 비록 전투부대는 아니지만 이라크에 파병하여 테러전쟁과 관련하여 활동을 하고 있다. 이에 따라 테러단체에서는 우리나라를 포함한 서방세계에 테러 경고(警告)를 하고 나섰다. 이번 경고(警告)를 계기로 이제 경제 선진국으로 국제위상(國際位相)이 높아진 우리나라도 국제사회의 일원으로 활동하기 위해서는 향후 발생이 우려되는 국제(國際)테러로부터 안전지대일 수만은 없음을 재인식하고, 인천국제공항과 관련하여 대(對)테러활동을 강화하여야만 할 시점에 와 있다.공항에서의 대(對)테러활동의 핵심은 공항 보안검색(保安檢索)이다. 즉 우리나라에서의 테러를 예방하기 위해서는 우선적으로 인천국제공항의 보안검색을 검토하여야 한다. 국제테러는 국내테러와는 달리 공항에서 직접 테러가 발생하거나 공항을 경유하여 이루어질 수밖에 없기 때문이다.사실 우리나라 공항의 보안검색은 여러 차례 변동(變動)을 겪어 왔다. 공항 보안관련 사고 발생시마다 체제를 변화시켜온 까닭이다. 법적으로 명확한 규정도 없이 주먹구구식으로 행하여진 적도 있었다.그러나 김포공항 체제에서 인천국제공항 체제로 넘어오면서는 보안관련 사고(事故) 없이 검색체제를 변화시켰다. 그 변화 과정에서는 대륙계 계통의 공(公)경비와 영미계통의 사(私)경비체제에 대하여 많은 논란이 있었으나 결국 시설경비에 보안검색을 포함시켜 수익자부담원칙 중심의 사(私)경비체제로 변경하기로 하여 2002. 8. 27 ‘항공안전및보안에관한법률’을 개정하면서 공(公)경비 체제에서 민간주도형 보안검색 체제로 전환(轉換)하였다.세계 테러발생 측면에서 바라보았을 때, 공항 보안검색은 공항을 이용하는 내외국민을 보호하고 공항시설의 안전을 유지하며 테러의 위협에 대비하기 위해 더 안전하고 완벽하게 이루어질 필요가 있다. 테러의 위협이 증폭되고 있는 현재 공항 보안검색은 임기응변식(臨機應變式)의 단기적 대처보다는 장기적으로 체계적이고 효율적인 보안검색체제를 마련하는 데에 중점을 두어야 한다.공항안전과 관련하여 공항에서 가장 중요한 역할을 하는 인물은 보안검색의 주체(主體)인 보안검색요원(保安檢索要員)이다. 우리는 공항안전과 관련하여 수없이 경각심을 갖고 대비책을 마련한다고 하면서도 정작 보안검색요원이 검색 본연(本然)의 업무를 통해 효율적인 대(對)테러 활동을 하고 있는지에 대하여서는 무관심(無關心)해 왔다. 따라서 그들이 임무를 대하는 태도와 근무환경을 이해하고 보안검색의 본연의 임무인 ‘위험물 탐색’ 등을 수행할 수 있는 여건이 갖추어져 있는지 되새겨 보고자 하였다.결론적으로 인천국제공항도 보안검색요원이 본연의 임무인 위험물 탐색 등 대테러 활동을 충실히 수행할 수 있도록 법적인 책임성 및 사회 정서적 책무성 등을 확보하고, 능동적이고 적극적으로 근무할 수 있는 체제를 구축(構築)하여야 한다고 본다. 이를 위해서는 검색원의 신분변동(身分變動)이나 검색체제의 전환(轉換) 및 근무환경의 개선(改善) 등 근본적인 근무 체제에 대한 체질개선(體質改善)이 필요하다는 것을 발견(發見)하였다.이번 연구는 공항보안에 지대한 역할을 담당하며 대테러 업무를 수행하고 있는 보안검색요원이 테러예방에 가장 효율적인 근무체제를 유지할 수 있는 방안(方案)을 모색(摸索)하였다. 인천국제공항이 완벽하고 안전한 공항으로 세계에서도 인정받을 수 있도록 변화를 추구하고자 하는 것이 연구자의 바람이다.

다국어 초록 (Multilingual Abstract)

Our country opened Incheon international airport on March 29, 2001 aiming at becoming the hub of the North East Asia. Incheon international airport compares quite well with any other leading airports in the world in it''s facilities for the movement of people and vehicles.Nowadays all the countries of the world have entered into competition for their national interests and innovation of their images as the world top airports like the Incheon international airport. With the increasing role of international airports also comes an increased likelihood as a terrorist target, because it can affect so many people.From the condition of current international terrorism, we can realize that our Incheon international airport is not completely safe from a terrorist attack.The U.S.A. was the target of a terrorist attack on september 11, 2001 and has experienced much suffering as a result. American people were enraged at that attack and they attacked Afghanistan and Iraq as retaliatory measures. As an ally of the U.S., our country also dispatched troops to Iraq and the troops have been doing a lot of activities to prevent terror.(Althouth the dispatched troops are not a combat unit). Because of that fact, terrorist group have been threatening the allies of the U.S., including Korea.The major part of counterterrorism is an airport security checks. It''s time for us to strengthen counterterror activities at the Incheon international airport. Strengthening preventive action against terror at the airport means reinforcement of security checks.Actually, our airport security checks has been changed several times. Sometimes, the airport security checks were carried out without specific regulations. And we used to change the security check systems after an accident happen.By the way, during the process of changing the Gimpo airport system into the Incheon international airport system. After pressure and preview from U.K., Germany and U.S. the law was amended on Aug. 27, 2002 to allow private corporations to run the safety checks.Airport security checks should be implemented in a safer and more efficent way for protecting people who use the airport, safety of airport facilities and preventing terrorist threats. Recently terrorist threats have been increasing, therefore we have to prepare a effective security check system on a long-term basis rather than a short-period action.Security check personnel have the most important role as the main body of security checks at an airport in connection with safety of the airport. We have been indifferent to them while we''ve been saying over and over again about having to be alert and have appropriate measures. In this study, we tried to consider about whether their working conditions are proper for carrying out their duty.In conclusion, we should secure the legal responsibility and establish a system under which we can work actively in order to implement counterterror activities such as preventing unauthorized articles from being taken on board an aircraft. We found that improvement of the fundamental working system is required through chage of security personnel''s status, change of the security check system and improvement of working conditions.Through this study about security check personnel who play an important part for airport safety, we hope Incheon international airport will establish a reputation in the world as it maintains it''s efficient working system against terror.
