The concrete aim that this study pursued was to grasp the present condition of records management of records center in a local autonomous entity in detail and to show the actual state of records management on the surface. For this aim, this study looked over without omission the actual condition of records management in a local autonomous entity on the basis of business process and intended to present alternatives to solve the problems which were indicated from the actual condition.
A records center is a place where records which were produced from relevant institutes are collected, maintained and classified. It also plays a role of "agency" in transferring the control of records to National Archives & Records Service in accordance with scheduling scheme. Among records centers which perform this duty, Ulsan Metropolitan City was chosen as a representative case and contents and process of business were examined concentratedly.
Investigated were general operating present situation including a background of founding a records center in Ulasn Metropolitan City, facilities, and personnel. Subsequently, laying stress on management, production, distribution, management, and practical use of records, the actual state of records was examined on the basis of business process. In addition, guide and education of records management, which must be accompanied in records management, were looked over.
Based on the analysis of the actual condition of records management in Ulsan Metropolitan City, problems of records center in a local autonomous entity were mentioned and remedies for efficient records management were proposed. In analyzing the problems, problems were divided into operating system and process of records management, and then they were examined. With regard to remedies, efforts that records centers, local autonomous entities and the government should make to improve were stated.
