여성공무원의 직장보육에 대한 욕구와 만족도에 관한 연구 = A Study on the Contentment and Needs of Job Nurture of Female Government Employees

국문 초록 (Abstract)

본 연구는 직장보육시설을 이용하고 있는 여성공무원들의 직장보육에 대한 욕구와 만족도를 진단해 봄으로써 문제점을 파악하여, 직장보육서비스의 실제적이고 효율적인 활성화 방안을 모색하는데 목적이 있다. 이러한 연구목적을 달성하기 위하여 경상북도청, 포항시청, 대구광역시청내 직장보육시설을 이용하고 있는 여성공무원 133명을 대상으로 설문 조사한 결과는 다음과 같다.
첫째 조사대상자의 일반적 특성을 살펴보면, 연령은 30대, 교육수준은 전문대졸 이상이 가장 많았다. 가족 구성은 부부와 자녀로 구성된 경우가 가장 많고, 자녀수는 2명, 직장보육시설 이용자녀 수는 1명이 가장 많았다.
둘째, 직장보육에 대한 욕구를 살펴보면, 자녀가 직장내 보육시설에서 보육되고 있다는 점에서 취업모가 심리적으로 안정을 느끼고 있었다. 보육시간도 대체로 만족하고 있었으며, 향후 직장보육시설의 확대를 원하고 있었다.
세째, 직장보육시설에 대한 만족도는 전체적으로 높게 나타났으며, 그 중 보육교사와 보육프로그램에 대해서는 전반적으로 만족도가 높았다. 그러나 취업모들의 직무에 대한 만족도와 보육시설 및 환경에 대한 만족도는 비교적 낮게 나타나 직장생활과 자녀양육을 병행하는데 어려움을 느끼고 있었다.
위와 같은 직장보육에 대한 욕구와 만족도에 따른 직장보육시설의 활성화 방안을 제시하면 다음과 같다.
첫째, 직장보육시설의 확산이다. 향후에는 300인 미만 사업장 근로자의 욕구를 고려하여 사업장의 범위를 단계적으로 하향하여야 하며, 전체 사업체로 확대 해석하는 지침의 정립이 필요하다.
둘째, 보육교사의 처우 개선 및 양질의 보육서비스 제공이다. 보육교사의 여러 가지 근무 여건들이 하루빨리 개선되어야 하며, 보육교사 처우개선을 통하여 양질의 인력이 보육서비스 산업에 유입되도록 유도해야 한다.
셋째, 세제지원의 확대이다. 세제지원을 통한 비용보전은 중요한 요인으로 실효성 측면에서 전폭적으로 확대하는 방안이 강구되어야 할 것이다.
마지막으로, 다양한 정책 개발을 통해 기존의 보육시설에 기업이 직원 자녀의 보육을 위탁하고 비용을 지원하거나 영세 사업장은 공동으로 보육시설을 운영토록 하는 등 각 사업장의 실정에 맞는 서비스를 제공하도록 유도해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study was preceded with a goal to find a way of realistic and efficient methods as diagnose the contentment and needs of female government employee's using job nurture facility.
In order to attain this research objective, the result of survey of female government employeeswho have been using the job nurture facility in Kyongbuk province-hall, Pohang city-hall, Daegu metro city-hall were as below:
First, observing the general quality of the researcher, Age of 30's and educational level the college above appeared most high. Family composition was composed of the couple and the sons and daughters were highest and most of them had two children and one child who went job nurture facility.
Second, observing the needs of job nurture, mothers who use that facility felt a psychological stability. They were satisfied with the job nurture facility's working hours and wanted to expand its size near the future.
Third, it seemed to be high positive evaluation by the contentment of job nurture facility.Most of all the indication was known by popular of nurture teachers and nurture training programs. But female government employee had difficulties both; working and bringing up following the contentment of female government employee's working and an environment of nurture facility were somewhat lower.
Thus, Suggest the activated plans of needs of job nurture and contentment of job nurture facilities are as below:
First, diffuse to the job nurture facilities. Consider of needs to workers who have been working no less than 300employee must look downward the scale of it by stages and it will be build the indication spread to all companies.
Second, suggest to developing of nurture teacher's condition and more quality nurture service. Lead to teachers who are ability come to accomplish through the development of variety conditions of nurture teachers, which is main reason of improving teacher's abilities.
Third, expand of tax support to the nurture facilities. From the reservation of expanse through taxsupports is very important reason in the vision of the realistic that full magnifies must be considered.
Forth, The various policy developments lead enterprise provides expense and commits job nurture facility for employee's children and small scale companies manage the facility jointly so that actual condition will be provide for each one.
