가정위탁 보호사업의 실태 및 활성화 방안 : 울산광역시 가정위탁지원센터를 중심으로

The aim of this study focuses on the introduction of the points at issue made by the analysis on the true state of foster home care service toward foster mothers taking home care by the foster home care center, especially in Ulsan area, among all the centers established at sixteen provinces and megalopolitan cities in the whole country at the year of 2003, and on the presentation of the method for the better development of the foster home care service so that care-needed children can grow in a better health and care by family interest, for they are driven out miserably into the poor caring facilities or boys and girls make their living only on their own because of the lack of interest and good systems for them. And also this study has been done by both philological and positive study together. It especially, has been a research in the point of the solutions which should be gotten and can be helpful of the promoting method for the foster home care service in the country, by philological study with various statistical data and several analytic materials, which have been researched and carried in many kinds of materials, such as scientific works, periodicals, academic treatises on foster home care at home and abroad. In this study, two kinds of surveys, the preliminary and the real, have been made for eighty-four foster mothers of eighty-four families ranging from normal families, relatives and proxy trust families in all of Ulsan area, which are now practising the foster care in the help of a foster care supporting center of the area in the aim of the development for the work from the twelfth of March to the twelfth of May in the year of 2005. The question papers have been sent and collected by mail and visit from trust mothers under the agreement of the foster care centers after the explanation ,full and detailed, about it. And in addition, the content of the study has been a little changed and complemented much because of the problems and the opinions from the result through the preliminary survey done optionally choosing two families each in normal families, relatives and proxy-trust families differently from the twelfth to the twenty-first of March, in order to find out the adequacy and the understanding of the questions, in advance. The analysis of these materials was made by the use of the statistical program of SPSS for Window 12.O. Frequence and Multiple Answer Analysis were those of all the articles in the questions. The experience through foster care and the verification on the level among the changing causes of the frequent range were practised by using Chi-Square (X² ) verifying method. The result showed by this study is as follows: Firstly, the motives requiring foster care are divided, in general, into three. ① because of the kinship with children ② because of the impossibility of foster care ③ because of the intention to become volunteers for the work Secondly, the economical help is needed because of the lack of the caring expense. Thirdly, the most important period for long foster care should be less than one year or two. Fourthly, the desires for the regular education are increasing more and more. Therefore, the method for the development of foster home care service may be suggested on the basis of the result of this study, as given below: First, the necessity for the public information should be kept on being strengthened through the mass-communication. Second, the realization of the expense for the foster home care should be satisfactorily performed well enough to take good care with the financial help from the authorities and other groups. Third, the proper education not only for the growth at infant, childhood and youth but also for the parents should be given together in the special program. Fourth, the protection and the management for trust mothers now taking sincere charge of foster home care, should be provided completely. Fifth, the actual supporting system from the outside ,thoroughly, should be established, which can overcome the difficulties for trust mothers to suffer from, by planning the exact systems in performing now foster care and by adapting them to the systems.

국문 초록 (Abstract)

본 연구에서는 가정위탁보호사업을 활성화시키기 위하여 2003년 전국 16개 광역시·도에 설치된 가정위탁지원센터 중에서 울산지역 가정위탁지원센터를 통해 가정위탁을 하고 있는 위탁모를 대상으로 가정위탁보호사업의 실태를 분석하여 문제점을 도출하고 가정위탁에 대한 의식과 제도의 부족으로 시설에서 혹은 소년소녀가정으로 방치되고 있는 현실을 감안하여 보호가 필요한 많은 아동들이 가정위탁을 통한 보다 건전하게 성장 할 수 있도록 우리나라 가정위탁보호사업을 활성화 시킬 수 있는 방안을 제시 하는데 그 목적이 있다. 본 연구는 문헌연구와 실증적 연구를 병행하였는데 문헌연구로는 가정위탁에 관한 국내외의 학술지와 학위논문 및 각종 간행물 등의 자료와 최근 수년간에 이루어진 각종 분석과 통계자료 등을 통하여 우리나라 가정위탁 보호 활성화 방안에 참고가 되거나 시사점이 될 만한 내용을 중심으로 고찰하였다. 조사연구는 가정위탁보호사업의 활성화 방안을 제시하는데 목적이 있기에 울산지역 가정위탁지원센터를 통해 현재 가정위탁보호를 하고 있는 대리위탁가정, 친인척가정, 일반가정을 포함한 전체 울산 84세대(2005년)가구 위탁모 84명 을 대상으로 2005년 4월 12일부터 5월 12일 까지 예비조사 및 본 조사를 실시하였다. 선정된 위탁기관에 본 연구의 목적을 설명하고 위탁가정의 수를 파악하였으며, 위탁부모용 설문지 배부 승낙을 받아 위탁부모에게 설문지를 우편 및 방문을 통해 발송, 회수 하였다. 본 설문지를 수행하기에 앞서 질문지의 타당성 여부와 질문지 응답에 필요한 내용의 이해정도 등을 파악하기 위하여 2005년 4월 12일부터 21일까지 대리위탁가정, 친인척가정, 일반가정을 구분하여 각각 2가정씩 임의로 선정하여 예비조사를 실시하여 그 결과 나타난 문제점 및 의견을 반영하여 연구내용을 수정 보완하였다. 자료 분석은 SPSS for Windows 12.0 통계 프로그램을 사용하여 분석하였다. 설문지의 모든 항목에 대한 빈도분석(Frequence) 및 다중응답분석을 하였고, 일반사항에 따른 가정위탁보호 경험과 특정 변인간의 빈도분포의 차이를 검증하기 위해서 Chi-square(x²)검증을 사용하였다. 본 연구에서 밝혀진 결과를 요약하면 다음과 같다. 첫째, 위탁보호를 하게 된 동기가 크게 세 가지로 나뉘어졌다. ① 아동과 친척이기 때문에 ② 시설에 보낼 수가 없어서 ③ 사회봉사 활동을 하고 싶어서 로 나타났다. 둘째, 경제적인 지원에 대한 양육비가 부족한 것으로 나타났다. 셋째, 장기위탁을 결정하는데 있어 가장 중요한 시기가 1년-2년 미만이라는 사실을 알 수 있었다. 넷째, 정기적인 교육에 대한 욕구가 높았다. 연구의 결과를 토대로 가정위탁보호사업의 활성화 방안을 다음과 같이 제안한다. 첫째, 언론매체를 통한 우리사회에서 발생하는 요보호 아동들을 도와야 하는 당위성에 대한 지속적인 홍보강화에 주력해야 한다. 둘째, 위탁가정에 대한 적절한 재정적인 지원과 실제 드는 실비에 관한 물질적인 지원으로 인해 양육비의 지원을 현실화 한다. 셋째, 영유아기, 아동기, 청소년기의 성장발달에 대한 교육을 실시하고, 부모교육 프로그램을 제공하는 적절한 교육이 이루어 져야 한다. 넷째, 현재 가정위탁보호를 하고 있는 위탁 모에 대한 관리가 철저히 이루어져야 한다. 다섯째, 조직적인 체계를 구축함으로 인해 실제 가정위탁보호 과정에서 위탁부모들이 겪고 있는 문제점들에 관해서 대처할 수 있도록 외부지원체계를 구축해야 할 것이다.
