부산지역 지역아동센터의 활성화방안

Because low-income city parents work for a living not for self-improvement or satisfaction, the parents who inevitably leave their children abandoned after school get anxious more and more about their child due to the increasing social anxieties such as child neglect, sex violence, and misbehavior and this condition not only causes child problem but also became impediment to stable career progression. In this background, concerns and demands on after-school child guidance have been raised on social welfare's level. Therefore the purpose of this study is to improve current undesirable care environment of regional child care centers and make contributions to the promotion of the centers after looking into the actual condition of human resources and operation and the program of regional child care centers that offer after-school child guidance program, the qualification characteristics and satisfaction index of program staffs and the difference of difficulties, presenting promotion plan for the program and looking for the ways to enhance the quality of after-school program. The key points based on the results in this study can be summarized as follows. It was found that many of social workers majored in social welfare and after-school care teacher license was preferred as mostly needed by program staffs. It is pointed out that correct guideline on retraining of program staffs should be prepared since there is hardly the opportunity for retraining as revealed in actual condition of relevant education.. In regard to the effective number of children to be covered by a program staff, although it surely was different from at each other, it was found that approximately ten children were ideal as evaluated by the staffs, hence it is urgently needed that the number of children per a teacher is adjusted. As for the subject children to regional child care center, the major users are needy children from low-income families or recipients of public assistance and it is shown that the time in which children participate is until parents finish work and these highlight the purpose and role of regional child care center as support function for parents and household. As we look into the program itself, the content of program was home study book and homework guidance, field training, and snack(in order) that the programs are focusing on study and it should be considered that a variety of programs including play and game is to be developed to satisfy children's needs.
