The purpose of this study is investigating fundamental data for social welfare program by researching on grandparents' burden and reward for raising their grandchildren. This study did quantitative research by adjusted research paper with reference to domestic previous studies. An investigation of scope is pauper in the focus of those who tenants(paying rent to the government) by committing to the officer of dong in charge of seniors by significant sampling. Especially in the focus of North borough, Sa-sang borough, Sa-ha borough, there is personal interview, 125 of grandparents attended research. The analysis of the result of study was dealt by SAS+ programme. To summarize the result of this study as follows; Firstly, this study investigated general condition of grandchildren raising grandparents. Going through briefly the condition of grandchildren raising grandparents, there is more grandmother's number than that of grandfather's. At the average age of 69.8. The level of education was mostly low, half of them were have no spouses. Commonly, they raise one children, average raising period was 10 years and 6 months. The motive of raising was mainly from divorce of parents which is principal cause of recent family break-up. They were pauper lived on subsidy. Emergent subsidy especially turned out to be living expenses. Secondly, this study made clear of burden and reward of raising. It turned out to be that they bear burden. Many of them suspected of not telling the truth because of their guilty. It seems like that fundamental burden of raising caused by poverty and construction of grandparent-grandchildren family. In the section of reward, many of respondents said "normal". This could be guessed like that they didn't answer exactly. Also there is the gap on the concept of "reward" caused by depression and accumulation of burden. Thirdly, this study investigated difference between general quality, burden and difference of reward. In the point of burden and reward by gender, there were psychological differences by gender. In the role of fosterer, grandfather tended to feel harder. According to the age, only in the point of reward, there was psychological, social meaning. According to the marital status, there was no difference between physical, economical conditions. Then psychologically married respondents showed much more burden. In the point of physical and social, they showed burden on divorce. In the period of raising, more than 20 years of raising showed lesser burden. That means the longer raising term, the lesser burden since their grandchildren grow up and leave home, therefore grandparents free themselves from such burden. And the motivation of raising, only in the point of reward of physical, economical, social, there were differences exist. In the burden of grandchildren's age, there was tendency to the lesser grandchildren's age the more burden. In the point of reward, there was the older grandchildren's age the more psychological reward exist. In the difference of burden by religion, respondents who have religion showed increase of burden. Therefore in the point of reward, burden seemed caused by religious activity. At the level of educational status, burden showed physically, psychologically, either. The elementary school graduates showed least reward, no education, and over the middle school graduates followed. This study had like to suggest as follows; Firstly, in the dimension of national social welfare strategy, grandparents-grandchildren family should be approved. And then there should be economic support, too. Secondly, in the liaison of nation and local community, the law of educational support and educational development is needed. Thirdly, through the empowerment of grandparents, degree of satisfaction in life and raising should be enhanced. In the fourth, contribution of settlement of grandparents-grandchildren family should be followed by development and promotion of family role program for grandparents-grandchildren family.
