外事警察의 國際犯罪 對應力量 提高方案에 관한 硏究 = (A) study on countermeasures about international crime of foreign affairs in Korean police

다국어 초록 (Multilingual Abstract)

In recently, internationalism have caused much alternation of society by development of science technology like information and communication. In particular, the circumstance of international public order become worse and havw a bad effect on spreading crime phenonenon to all over the world. International crimes have been deepening by social structure which is complex and various and enlargement of human and material interchanges.
In the era of Globalization, International crime became one of major problems which threatens safe and peaceful lives of mankind. In Although Korea has been regarded a safe zone of international crimes due to its strong society control system and long tradition of oriental values for long time, its booming economy and nation-wide trend of internationalization are providing lucrative background for international crime. National police, being the primary law enforcement agency in this country, should be able to protect lives and properties of citizens from any potential threat by international crime.
In this regard, this study aims to capability strengthening meathod of Korea foreign affairs police about internationalized crime.
This study suggests following alternatives to strengthen police foreign affairs bureau to cope with deteriorating international crime situations in this country.
First for input side, government has to assign more resource for police sub-organization responsible for international crime, Manpower and budget determine general scope of counter international crime strategy.
Secondly, to improve the efficiency of conversion process, organizational structure of police should be transformed so that it can effectively initiate actions against international crime. In addition, there is strong need for specialized task force and establishment of training courses.
Thirdly, police must construct a thorough investigation system for international crimes occurred and upgrade the ability of international crime investigation for judicial treatment as following:
It needs to create international crime analysis division for gathering the international crime information widely and using those in international crimes investigation. Government institutions including Foreign Affairs and Trade must pursue to establish the international police coopertion system with other nations for effective international assistances.
International cooperation measures such as Extradition Treaty and Mutual Legal Assistance in Criminal Matters should be extended for international criminal and judicial cooperation.
The number of oversea residence poliec officers should be increased on the basis of standards like the number of korean residents and safety enviroment, etc.
Law and ordinances related to international crimes and foreign police organization should be amended and revised to support positively.
In conclusion, police must actively adapt to the change of international circumstances. For this, the specialization of foreign police officers should be improved in quality and structure system need be supplemented to cope with international crimes. The goals of police organization to protect the lifes and properties of people.
