사회복지사의 인권에 대한 의식 차이 분석

국문 초록 (Abstract)

본 연구는 사회복지사들의 인권에 대한 의식을 살펴보고, 인권현안에 대한 인식을 점검해 보고자 한다. 사회복지와 인권은 역사적으로 밀접한 관계를 가지고 있고, 지속적으로 상호관계를 정립해야 하기 때문에 사회복지 현장의 중심이 되는 사회복지사의 인권에 대한 의식은 무엇보다 중요하다.
연구결과를 요약하면, 첫째, 사회복지사들은 현 상황의 인권문제를 심각하게 받아들이고 있는 것으로 나타났으며, 현 정부 들어 인권상황이 나아지지 않은 것으로 여기고 있었다. 둘째, 사회복지사들은 비교적 높은 인권의식을 가지고 있었다. 연령이 높을수록, 직위가 높을수록, 학력이 높을수록, 근무경력이 오래될수록 인권의식이 높게 나타났다. 마지막으로, 가장 차별이 심각한 대상은 장애인, 비정규직, 학력, 성별에 따른 차별 등으로 나타났으며, 인권교육이 부족하여 이에 대한 대책마련이 시급한 것으로 나타났다.
앞으로 사회복지 실천현장은 인권문제에 더욱 관심을 기울여야 하며 대학교육 과정과 실천 현장에서 꾸준한 논의와 교육이 이루어져야 할 것이다. 인권교육 프로그램의 개발과 교육을 위한 전문 인력 양성도 필요할 것이며, 더 넓게는 실천현장에서 사회복지사 윤리강령에 대한 강화된 실천이 필요하다.

다국어 초록 (Multilingual Abstract)

This research is about to look into the perception of the human rights status quo in social workers and the awareness of humane rights issues. It is tremendously important for social workers in the core of social welfare practice to realize the significance of humane rights because there is historically a very close connection between social welfare and human rights and the reciprocal relation between them has to be maintained.
In summary, this research, shows first of all that Social workers take current human rights issues very seriously and consider its degenerated situation since the current regime was launched. Secondly, social workers have a relatively high awareness of human rights. They gain a higher level of consciousness as they age, move to a higher position, gain higher education and longer working experience. Finally, it appears that the groups who fall victim to the most serious discrimination are the handicapped, temporary workers, people with alow level of education and gender and the proper policies to overcome and improve the instruction of human rights need to be provided.
Social welfare organizations need to pay more attention to human rights and constant discussion and education about this issue should be dealt with in the university curriculum and in real life. The training programs for social welfare specialists for instruction and developing human rights programs will be needed. Furthermore, the consolidated actions of social workers’ ethics in real practice will be also demanded.
