농업보조금 정책에 대한 공간 형평성 평가 -직접지불금의 공간적 배분을 중심으로- = Assessing Spatial Equity in the Benefit Distributions of Agricultural Direct Payment Programs

Since direct payment programs, as an integrated part of Agricultural Subsidy Policy, are public-funded, the programs shouldn't only be required to pursue the common interests of the public but also the public sentiments for equity in allocating benefits of the programs across the participators in the agricultural activities prescribed by the acts. Upland farming direct payment program introduced recently by the enforcement of Act on the income Compensation of Farming business in 2012 has a specific policy objective to meet the latter goal which has been usually overlooked since 1997: to improve spatial equity by alleviating regional disparity of other direct payment programs particularly including the direct payment program for rice income. This study is mainly aimed at assessing the policy effectiveness of the Upland farming direct payment program with such a policy objective in the spatial contexts of Korean agriculture. In doing so, I proposed a new methodology based on Kullback-Leibler Divergence and made a attempt to apply it to the farm-level data on the Farm Business Registration Database covering almost whole farms operating their businesses in order to assess spatial equity in payment distributions across regions by the programs. As a result, it turned out that the estimated measure of the direct payment program for rice income could be interpreted as the extent of spatial equity equivalent to the state that only three quarter of total farms could be benefited from the program. And the Upland farming direct payment program couldn't be expected to contribute to significantly enhancing such the extent of spatial equity of the program.
