사회적 기업 정책특징 비교분석 연구: 영국, 프랑스, 이탈리아, 한국을 중심으로 = Comparative Analysis on the Policies of Social Enterprises: Focused on England, France, Italy, and Korea

다국어 초록 (Multilingual Abstract)

This study aims to provide implications for setting policies and strategies for the promotion of Korean social enterprises by comparative analysis of the policies of social enterprises. To this end, the types of European social enterprises which successfully operates its business were categorized into welfare and developing levels in the 3rd sector, and England, France, and Italy were selected as each representative country. The standard for comparative analysis is divided into supporting system and methods for social enterprises, and the supporting system was again categorized into main players of fostering social enterprises, relevant law on social enterprises, and policy managing bodies. The comparative analysis was conducted by categorizing supporting methods into financial support and business support.
As a result, the government played critical roles for the social enterprises in all four countries, with major laws on social enterprises and managing bodies for each nation. However, Korea showed stronger government-led trends than other European countries, with relatively weaker development in the 3rd sector, and lack of various relevant laws except the major law. In addition, Korea lacked in coordination between main acting and relevant department than other nations, and did not actively promote national commission activities. The financial and business supports were made in all four countries, but there were slight differences in its weight and content. In terms of Korea, there existed very few financial support related to fund raising, with less professionalism in its content. Based on these results, this study provided productive suggestions and policy implications for Korean social enterprises' supporting system and methods.
