Our society has had social and economic difficulties for ten years since we borrowed money from IMF. As the number of the poor and unemployed has expanded, more employment emerged as one of important policies of the government. The government decided to nurture social enterprises as one of aggressive supports for more employment and income, and enacted the Law of Social Enterprise in 2007.
The aggressive policy for employment has been executed for six years, but in its beginning, it was just a type of financial support. Then it is diverting its attention to establishment and support of social enterprises that can create more quality jobs.
This study examines management system, organizations and funding of social enterprises in western countries based on bibliographical data. And it developed a theoretical base for Korean-style social enterprises and introduced a new concept of Balanced Score Card developed by Bull(2007) that can be applied for Korean social enterprises.
In particular, in our country, comprehensive things such as political negotiations, social agreement, an institutional complement should be taken care of. As well, certification of social enterprises through support of personnel and management expenses indicates its possible realization focusing on marketing.
Social enterprise is defined as follows: “Social enterprise is a non-profit organization that produces profits for supply of labor forces for social services that it is hard for general enterprises to enter and re-investment to communities with purposes of reinforcing social incorporation and solidarity to help the poor and the unemployed with legal forms of enterprises and models of management.
That is, social enterprises should have social values through providing social services and be competitive and independent in capitalistic markets. They should devote themselves to supply of social services and creation of jobs for active management of social services.
They are an innovative means to meet the needs of communities that have not been satisfied through existing public sectors and markets. Though they are gradually funded through profitable activities such as sales as in Europe, grants or public funds are important for some countries. General methods to secure finances include financial supports(grants), private support(donation) and earnings(sale). In our country, social enterprises are managed when there are governmental supports and they close or they provide less jobs when no supports are given. Therefore, a system to secure finances that support social enterprises is needed to stop evil cycles.
Now various measures are presented: microcredit, use of various public funding, the Support System for Small Business, and use of sleep money accounts. In addition, donations and private support should be enhanced. To achieve social enterprises that are the most appropriate for our country, we should consider different situations focusing on sustainability in environment, economy and society.
