폐기물관리정책의 개선방향 -정부간 협력적 거버넌스체계 구축 - = A Review of Korean Waste Management Policy - Build-up Intergovernmental Cooperative Governance System -

다국어 초록 (Multilingual Abstract)

Rapid industrialization and unplanned urbanization in Korea over the past few decades increased the volume of wastes and aroused concern over nuisances and hazards. At the present day, practicing the pro-environmental ethics relying upon the 3 R’s concepts(Reduce, Reuse, Recycle) in all phases of production and consumption has become an important policy issue in Korean society. It signals the reflection of the currently heightened demand for solving waste disposal problem at this point in time. Yet, there has also been an increasing demand for forming collective management system between the central and local government to tackle the problem. The rationale for adopting such collective management system in dealing with waste disposal is where it can enhance the effectiveness of the policy in the aspect of technology, management, and investment effectiveness. We need to recognize that waste management policies in most advanced countries already have accepted that waste is merely another form of resource to be mined as any other. This study analyzed the status quo of current waste control policies and practices exerted by Korean government and suggested to take into consideration of building up intergovernmental cooperation system to improve waste control system. Further more, it suggested to integrate Wastes Management Act and Promotion of Installation of Waste Disposal Facilities and Assistance, etc. to Adjacent Areas Act to secure sufficient finances and public assistance. Because it may invigorate residents' participation necessary for building up governance system of wast management at local level. This study also suggested to institutionalize participative management system to build a solid waste governance system.
