대북정책 결정과정의 정책네트워크 분석 -개성공단사업 사례를 중심으로- = An Analysis of Policy Network in the Process of Making Policy toward North Korea -Based on the Case of Gaeseong Industrial Complex Project-

A variety of policy actors are participating in making a policy toward North Korea, and what 1S called policy network phenomenon, the complex interaction among policy actors, is being detected. Recently while the paradigm of administration is undergoing change from the concept of government to that of governance, a network of various policy actors is notably detected in the process of making the policy against North Korea which was considered an exclusive area of a certain Ministry. This study aimed at identifying the causes and state of conflicts among policy actors involving in South Korea``s North Korea policy using the policy network model, on the premise that the effect of the policy toward North Korea and unification would be different according to the policy goal, position, and pattern of interaction of several actors participating in making the policy toward North Korea, and the structural features of the network formed by the policy actors. The scale of the policy toward North Korea 1S quite wide, and lots of policy actors interact. Therefore, it is virtually impossible to analyze the policy network of all of the policy actors. This study selected the case of Gaeseong Industrial Complex Project, with focus on an analysis on the policy network of central administration agencies. That is, the study focused on identifying the cause and state of cooperation or conflicts among policy actors by analyzing the features and content of interaction of policy actors participating m Gaeseong Industrial Complex project, and the structural features of the network formed by the policy actors.
