대형 재난사건 이후 정책과정 탐색적 연구 = Exploratory Study on the Policy Process after Catastrophes Events

다국어 초록 (Multilingual Abstract)

The purpose of this study is to presented Birkland's Event-Related Policy Change Model so that catastrophes explains policy process in Korea. Because this model concept of focusing event that interest of people increases and 'learning' that apply new information and idea by it to policy decision model that explain policy change. Learning about the event did not happen immediately after early event occurrence that similar events occur was not consisted learning properly from primitive focusing event. It was a policy failure. Birkland's policy point of event center policy change model is as following.
First, can be considered about impact about people's emotion as well as event by degree of damage scale as existent discussion by super fixed fire or classification type.
Second, can change softly being that order of my steps applies example in Birkland's event center policy change matrix.
Therefore, I could know should consider too about impact in addition to the damage degree in super fixed fire or classification in Birkland's event center policy change matrix in this study.
This study examines the policy change process and mechanism after catastrophes that are labeled as 'Focusing events'. Also, this research tries to make the model to understand the policy change process after focusing events. n conclusion, further study is required to explore theories and models appropriate to natural disaster, man-made disaster, and catastrophes cases in Korea.

국문 초록 (Abstract)

본 논문은 국내 대형 재난사건 이후의 정책변동을 설명하기 위하여 Birkland의 사건중심 정책변동 모형(Event-Related Policy Change Model)을 제시하였다. 왜냐하면 이 모형은 사람들의 관심이 증가하는 '초점사건(focusing event)'과 그것에 따른 새로운 정보와 아이디어를 정책 결정에 적용하는 '학습'의 개념을 연관 지어 정책변동을 설명하는 모형이기 때문이다. 초기사건 발생이후 곧바로 사건에 대한 학습이 일어나지 않고, 연속해서 유사한 사건들이 발생한 것은 초기의 초점사건으로부터 학습이 제대로 이루어지지 못한 데에서 기인한 정책 실패로 볼 수 있다. 이러한 탐색적 확인을 위해 대구지하철 화재참사, 태풍 에위니아, 허베이스피리트호 원유유출사고, 숭례문 방화사건을 중심으로 각 사건의 발생과 그 전개과정 및 정책변동을 살펴보았다. 본 연구는 초점사건 이후의 정책변동과 관련된 탐색적 사례연구를 수행한다. Birkland의 사건중심 정책변동 모형의 시사점은 다음과 같다. 첫째, 초점사건의 분류 유형으로 기존의 논의에서처럼 피해규모의 정도에 따른 사건뿐만 아니라 국민의 정서에 대한 충격의 정도도 고려될 수 있다는 것이다. 둘째, Birkland의 사건중심 정책변동 모형에서 제 단계들의 순서가 사례를 적용함에 있어 유연하게 변화 가능할 수 있다. 따라서 본 연구에서는 Birkland의 사건중심 정책변동 모형에서 초점사건의 분류에 있어 그 피해 정도를 포함하여 충격의 정도 역시 고려해야 함을 알 수 있었다. 그리고 사건중심 정책 변동 모형에서의 단계별 진행 순서의 유연한 전개는 사례에 따라 초점사건의 분류가 가능한 범위에서 일부 수정이 가능할 수 있음을 발견할 수 있었다.
