문화예술교육사업의 효과평가에 대한 탐색적 연구 - 오케스트라교육사업의 효과와 정책적 함의 = Evaluating Arts Education Program: Policy Implication of Measuring the Effect of Orchestra Education Program

다국어 초록 (Multilingual Abstract)

The Venezuelan orchestra education program has been adopted eagerly in Korea. It is increasing with financial support by various levels of government and related ministries. However, there has been lack of comprehensive evaluation on the effect of those programs especially form the recipient side. Since El Sistema is a socially oriented music education, it is expected that evaluation framework reflect those social objectives. This paper proposes possible structure of evaluating orchestra education program in Korean case where social objective is pronounced in a vague manner. Selected indicators has been measured in a group of students who participate in a similar program in nonprofit private organization. The result shows that orchestra education effect on improving relationship with friend and family, willingness of cooperate with others, which are measure of social aspect of education, were insignificant. This could serve as a data to discuss about the effectiveness of orchestra education in contra conventional music education, considering the amount of public fund that is streamed into the program with its alleged social role.

국문 초록 (Abstract)

오케스트라를 매개로 하는 음악교육은 엘시스테마의 성공사례를 모델로 세계 여러지역으로 확산되었으며 한국도 그 예외가 아니다. 그러나 중앙부처와 지방자체단체 등 공공부문의 적극적인 지원으로 인한 사업의 확장에 비하여 사업의 운영성과 교육효과에 대한 평가는 미흡한 실정이다. 특히 사회적 함의가 강한 베네주엘라의 엘시스테마가 한국에서 그대로 적용될 수 없음에도 불구하고 제도의 이식 과정에서 사회적 목표의 재설정이 명료하지 않은 가운데 운영되고 있을뿐만 아니라 일반적인 음각교육으로서의 개인 수준의 교육효과에 대한 연구도 활발하지 못하다. 본 연구는 엘시스테마형 오케스트라교육사업의 평가를 위한 평가틀을 고안하기 위한 시론적 연구로서 엘시스테마형 오케스트라교육을 평가하기 위한 사회적 영역에서의 평가지표가 중요함을 제시하고 그러한 지표로 기능할 수 있는 지표의 유효성을 검증해 보았다. 구조화된 오케스트라교육의 평가에서 활용될 수 있는 개인영역의 지표와 사회영역의 지표를 제시하고 실제 수혜자 집단에서 이러한 지표 적용의 결과를 살펴본다.
분석결과 오케스트라교육이의 유용성으로 논의되는 협동이나 관계형성과 같은 사회적 차원에서는 유의미한 교육효과를 보이지 못하는 것으로 나타났다. 본 결과는 오케스트라교육이 일반 음악교육(악기교육)과 차별화되는 교육적 기능이 있다는 주장에 대한 본질적인 성찰이 필요하거나 그러한 차별화되는 교육목적이 달성되지 못하는 운영과정상의 요인을 분석해 내는 기초자료를 제공한다.
