정부의 재정지원사업을 통한 대학특성화 실태 분석

The purpose of this study was to analyze the concentration and diversification of specialization for universities, and explore the direction of government's financial programs for universities. Government's financial programs are divided to human resource development and R&D, according to their purpose. These programs support improvement of educational condition, curriculum development and operation, improvement of academic system, cooperation between firms and universities, and scholarship This study calculated the concentration and diversification of specialization for universities, by analyzing data related to governmental economic supporting program and specialization for universities that were released by Center for Higher Education's Information Disclosure in KEDI. Also, we analyzed employment rate and recruit rate of specialization fields, and did concentration of provinces and wide areas. Of all 276 governmental economic supporting programs, human resource development forms 22.1 %, R&D 62.3%, and HRD and R&D 15.6%, respectively. As the results of analyzing programs, implications is drown as follows: First, governmental economic supporting programs support more R&D than HRD. Second, because of supporting and managing finance to individual program, overlapping problem among programs in one university is occurred inevitably. Third, it is difficult that its finance is executed efficiently by strict execution standards because various financial investment programs is supported in parallel. Fourth, specialization direction of university is often changed according to property and supporting size of governmental finance programs, so it hampers the settlement of specialization for universities.
