한국행정의 역량: 경로의존에 의한 행정개혁의 형식화를 중심으로 = Administrative Capacity in Korea: Path-dependency and Institutional Drift of Administrative Reform

다국어 초록 (Multilingual Abstract)

Why has the administrative capacity of the Korean government not improved in spite of various administrative reform initiatives and institutional changes carried out by different administrations since the early 1990s for building competent and efficient government in the era of democratization and globalization? To answer this research question, the author pays attention to the institutional legacy of the public administration system for achieving fast economic growth and industrial development in the 1960s–1970s. He argues that the path-dependency of a highly centralized administrative system for planning and mobilization built for fast economic development in the 1960s–70s has constrained the effectiveness of the institutions built since the early 1990sto respond to the pressures of democratization and globalization. These institutional conflicts between the two different nstitutional configurations prevent the administrative capacity of the current government rom being improved. Based on these results, some policy implications for improving administrative capacity in the future are presented from the perspective of pluralism.

국문 초록 (Abstract)

1987년 민주항쟁 이후 30여년간 이념적 특성을 달리하는 정권들이 행정역량의 강화를 위해 다양한 행정개혁을 추진해 왔음에도 불구하고, 현 시기 한국행정의 역량에 대한 평가는 부정적이다. 왜 ‘일 잘하는 정부’를 들기 위해 다양한 제도개혁을 추진해 왔음에도 불구하고, 행정역량은 개선되지 않았는가? 이 연구에서는 제도변화 및 경로의존 이론을 바탕으로 개발연대에 한국행정에 배태된 중앙집권적 기획-동원 체제의 유산과 민주화, 세계화/시장화에 따라 새로이 도입된 제도들간의 충돌과 제약에 주목하였다. 즉 개발연대에 압축성장을 위해 구성된 중앙집권적이고 관리지향적인 행정체제에 1990년대 이후 민주화와 세계화/시장화의 압력에 대응하기 위해 도입된 제도들이 덧붙여지면서, 다른 시기에 다른 목적을 위해 도입된 제도들간의 충돌과 마찰, 변화된 행정환경에 적실하지 못한 제도들의 정당성 약화 및 기능 저하가 낮은 행정역량으로 이어지고 있다는 것이다. 이와 같은 분석결과를 바탕으로 다원주의에 입각한 제도 개혁과 조직관리의 개선을 향후 한국 행정의 역량의 강화를 위한 지향점으로 제시하였다.
