중앙-지방간 효과적인 협력체계 구축방안의 모색 : 협력적 네트워크 거버넌스의 관점에서 = Designing the Collaborative Mechanism between Central and Local Governments: the Perspective of Collaborative Network Governance

다국어 초록 (Multilingual Abstract)

This study intends to search for the institutional design of the collaborative mechanism between central and local governments. For this purpose, earlier studies and current institutional mechanisms regarding with the collaborative intergovernmental relations are reconsidered, and case studies on 4 foreign countries are conducted. This study adopts the perspective of collaborative network governance to analyze several foreign collaborative mechanisms between central and local governments, and four contextual criteria are utilized in analysis and institutional recommendation of the collaborative network governance between central and local governments, including trust, goal consensus, number of participants, and the need for network competence, which are rearranged into three such as purpose, structure, and operation of the collaborative mechanism. Regarding with the purpose of the collaborative mechanism, considering the level of central and local relations and the need for collaboration, explicit stipulation on the purpose of the collaborative mechanism and related institutional supports are required. Regarding with the structure of the collaborative mechanism, representativeness of participants from central and local governments is the key to the effectiveness of governance, and adequate number of participants are controlled for a practical and productive consultation. Regarding with the operation of the collaborative mechanism, for the continuous, stable, and strong networking between central and local governments, diverse types of joint action are need to included.

국문 초록 (Abstract)

본 연구에서는 협력적 정부간관계 형성을 위한 이론적 논의배경 및 현행제도의 이해와 함께 주요국의 중앙-지방간 협력체계 운영과 관련한 사례분석을 통해 우리나라의 향후 중앙-지방간 협력체계 설계를 위한 방향을 모색하였다. 협력적 네트워크 거버넌스를 위한 효과적 제도설계의 관점에서 신뢰, 목표공유, 참여자 수, 네트워크 역량의필요라는 네 가지 상황요인변수를 중앙-지방 협의체의 목적, 구성, 운영 방식의 세 가지 측면으로 전환하여 일본, 영국, 미국, 독일 등 주요국에 대한 사례분석과 제도설계의 기준으로 활용하였다. 협의체의 목적 및 기능과 관련해, 중앙과 지방간 관계 수준 및 협력 필요성을 고려하여 목적 및 기능의 명확한 설정과 그에 부합하는 제도적 장치의마련을 강조한다. 협의체의 구성과 관련해, 협의체의 참여자들에 대한 대표성 확보가 중요하며, 이들 간의 실질적논의가 이루어질 수 있는 적정 수준의 참여자 제한이 필요하다. 협의체의 운영방식과 관련해, 지속적이고 안정적인중앙과 지방간의 협력관계 구축 및 네트워크의 긴밀성 보완을 위해 다양한 방식의 공동활동 기제의 활용이 요구된다.
